1818 AN ACT CONCERNING A UNIVERSAL ASSESSMENT SYSTEM FOR
1919 SERVICES PROVIDED BY THE DEPARTMENT OF DEVELOPMENTAL
2020 SERVICES AND OTHER STATE AGENCIES.
2121 Be it enacted by the Senate and House of Representatives in General
2222 Assembly convened:

2424 That title 17a of the general statutes be amended to authorize (1) the 1
2525 Commissioner of Developmental Services, in consultation with the 2
2626 Commissioner of Social Services, to develop a universal assessment 3
2727 system for programs offering services to persons with intellectual 4
2828 disability or developmental disabilities, and (2) the establishment of an 5
2929 advisory committee to determine the level of needs of persons receiving 6
3030 services from such programs that shall (A) meet and make 7
3131 recommendations for at least three years after development of a 8
3232 universal assessment system, (B) have notice of its meetings, agendas 9
3333 and minutes posted on the Internet web site of the Department of 10
3434 Developmental Services, and (C) include (i) members with intellectual 11
3535 disability and developmental disabilities, (ii) families of such persons, 12
3636 including, but not limited to, family members of persons with high-level 13
3737 needs, (iii) providers of services for such persons, and (iv) advocates for 14

4343 Statement of Purpose:
4444 To authorize a universal assessment system for programs serving
4545 persons with intellectual disability or developmental disabilities and the
4646 establishment of an advisory committee that includes persons with
4747 intellectual disability or developmental disabilities, their families and
4848 advocates.
