AN ACT CONCERNING A UNIVERSAL ASSESSMENT SYSTEM FOR SERVICES PROVIDED BY THE DEPARTMENT OF DEVELOPMENTAL SERVICES AND OTHER STATE AGENCIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 17a of the general statutes be amended to authorize (1) the 1 Commissioner of Developmental Services, in consultation with the 2 Commissioner of Social Services, to develop a universal assessment 3 system for programs offering services to persons with intellectual 4 disability or developmental disabilities, and (2) the establishment of an 5 advisory committee to determine the level of needs of persons receiving 6 services from such programs that shall (A) meet and make 7 recommendations for at least three years after development of a 8 universal assessment system, (B) have notice of its meetings, agendas 9 and minutes posted on the Internet web site of the Department of 10 Developmental Services, and (C) include (i) members with intellectual 11 disability and developmental disabilities, (ii) families of such persons, 12 including, but not limited to, family members of persons with high-level 13 needs, (iii) providers of services for such persons, and (iv) advocates for 14 such persons. 15 Proposed Bill No. 682 LCO No. 1533 2 of 2 Statement of Purpose: To authorize a universal assessment system for programs serving persons with intellectual disability or developmental disabilities and the establishment of an advisory committee that includes persons with intellectual disability or developmental disabilities, their families and advocates.
