20	20		AN ACT CONCERNING TH E STATE-WIDE HEALTH INFORMATION
21	21		EXCHANGE BOARD OF DI RECTORS.
22	22		Be it enacted by the Senate and House of Representatives in General
23	23		Assembly convened:

25	25		Section 1. Subsection (c) of section 17b-59g of the general statutes is 1
26	26		repealed and the following is substituted in lieu thereof (Effective from 2
27	27		passage): 3
28	28		(c) Any entity established or incorporated pursuant to subsection (b) 4
29	29		of this section shall have its powers vested in and exercised by a board 5
30	30		of directors. The board of directors shall be comprised of the following 6
31	31		members who shall each serve for a term of two years: 7
32	32		(1) One member who shall have expertise as an advocate for 8
33	33		consumers of health care, appointed by the Governor; 9
34	34		(2) One member who shall have expertise as a clinical medical doctor, 10
35	35		appointed by the president pro tempore of the Senate; 11
36	36		(3) One member who shall have expertise in the area of hospital 12
37	37		administration, appointed by the speaker of the House of 13 Raised Bill No. 853

45	44		(4) One member who shall have expertise in the area of corporate law 15
46	45		or finance, appointed by the minority leader of the Senate; 16
47	46		(5) One member who shall have expertise in group health insurance 17
48	47		coverage, appointed by the minority leader of the House of 18
49	48		Representatives; 19
50	49		(6) The Chief Information Officer and the Secretary of the Office of 20
51	50		Policy and Management, or their designees, who shall serve as ex-21
52	51		officio, voting members of the board; [and] 22
53	52		(7) The health information technology officer, designated in 23
54	53		accordance with section 19a-754a, who shall serve as chairperson of the 24
55	54		board; and 25
56	55		(8) The Commissioner of Social Services, or the commissioner's 26
57	56		designee, who shall serve as an ex-officio, voting member of the board. 27
58	57		This act shall take effect as follows and shall amend the following
