AN ACT CONCERNING EM ERGENCY BACKUP POWER FOR CELL 
TOWERS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2021) On or before October 1, 2022, 1 
each telecommunications company, as defined in section 16-1 of the 2 
general statutes, shall ensure that any free-standing telecommunications 3 
tower or antenna owned, leased or operated by such company contains 4 
a backup power source sufficient to provide twenty-four consecutive 5 
hours of service during an electric service outage. 6 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2021 New section 
 
Statement of Purpose:   
To require a telecommunications company to provide backup power for 
free-standing telecommunications towers or antennas.  Raised Bill No.  857
