20	19		AN ACT CONCERNING LO NG-TERM CARE SERVICE S.
21	20		Be it enacted by the Senate and House of Representatives in General
22	21		Assembly convened:

24	23		Section 1. (Effective from passage) (a) The Commissioner of Social 1
25	24		Services shall conduct a study of the state's long-term care needs to 2
26	25		determine whether existing programs and strategies are sufficient. 3
27	26		(b) The study shall include, but need not be limited to: (1) For 4
28	27		calendar year 2020, the number of state residents who were sixty-five 5
29	28		years of age or older; (2) for calendar year 2024, the projected number of 6
30	29		state residents who will be sixty-five years of age or older; (3) for 7
31	30		calendar year 2020, the number of state residents with disabilities who 8
32	31		required long-term care; (4) for calendar year 2024, the projected 9
33	32		number of state residents with disabilities who will require long-term 10
34	33		care; (5) for calendar years 2016 to 2020, inclusive, the number of 11
35	34		residents removed from institutionalized settings to home and 12
36	35		community-based settings under the Money Follows the Person 13
37	36		demonstration project established pursuant to section 17b-369 of the 14
38	37		general statutes; (6) for calendar years 2016 to 2020, inclusive, the 15
39	38		savings realized in state expenditures on long-term care related to the 16 Raised Bill No. 896

46	44		Money Follows the Person demonstration project; and (7) for calendar 17
47	45		year 2024, the projected number of persons who will require long-term 18
48	46		care. 19
49	47		(c) Not later than July 1, 2022, the Commissioner of Social Services, in 20
50	48		accordance with the provisions of section 11-4a of the general statutes, 21
51	49		shall report the results of the study done pursuant to subsections (a) and 22
52	50		(b) of this section to the joint standing committees of the General 23
53	51		Assembly having cognizance of matters relating to aging and human 24
54	52		services. Such report may include the commissioner's recommendations 25
55	53		for addressing identified gaps in the provision of long-term care and 26
56	54		improving access to such long-term care. 27
57	55		This act shall take effect as follows and shall amend the following
