AN ACT REQUIRING THE REPORTING OF ACCIDE NTAL DEATHS AT 
INSTITUTIONS OF HIGHER EDUCATION. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsections (a) and (b) of section 10a-55a of the general 1 
statutes are repealed and the following is substituted in lieu thereof 2 
(Effective July 1, 2021): 3 
(a) [On or before October 1, 1991, and annually thereafter, each] Each 4 
institution of higher education shall prepare in such manner as the 5 
president of the Connecticut State Colleges and Universities shall 6 
prescribe a uniform campus crime report concerning crimes committed 7 
in the immediately preceding calendar year within the geographical 8 
limits of the property owned or under the control of such institution. 9 
Such report shall be in accordance with the uniform crime reporting 10 
system pursuant to section 29-1c, provided such report is limited to 11 
those offenses included in part I of the most recently published edition 12 
of the Uniform Crime Reports for the United States as authorized by the 13 
Federal Bureau of Investigation and the United States Department of 14  Raised Bill No.  954

Justice, sexual assault under section 53a-70b of the general statutes, 15 
revision of 1958, revised to January 1, 2019, or sections 53a-70, 53a-70a, 16 
53a-71, 53a-72a, 53a-72b and 53a-73a, stalking under sections 53a-181c, 17 
53a-181d and 53a-181e and family violence as designated under section 18 
46b-38h. The state police, local police departments and special police 19 
forces established pursuant to section 10a-156b shall cooperate with 20 
institutions of higher education in preparing such reports. Institutions 21 
with more than one campus shall prepare such reports for each campus. 22 
(b) Each annual report prepared pursuant to subsection (a) of this 23 
section shall include (1) the number of full-time equivalent students, (2) 24 
the number of full-time equivalent employees, (3) the number of 25 
students and employees residing in campus housing, [and] (4) the 26 
number of accidental deaths that occurred during the immediately 27 
preceding calendar year within the geographical limits of the property 28 
owned or under the control of an institution of higher education, and (5) 29 
for each category of offense, the number of incidents reported and the 30 
crime rate. The crime rate shall be equal to the number of incidents 31 
reported divided by the total number of full-time equivalent students 32 
and employees. 33 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2021 10a-55a(a) and (b) 
 
Statement of Purpose:   
To require institutions of higher education to report accidental deaths 
that occur on campus.
