9-AN ACT REQUIRING THE REPORTING OF ACCIDENTS THAT
14+AN ACT REQUIRING THE REPORTING OF INCIDENTS THAT
1015 RESULTED IN SERIOUS PHYSICAL INJURIES OR DEATH AT
1116 INSTITUTIONS OF HIGHER EDUCATION.
1217 Be it enacted by the Senate and House of Representatives in General

15-Section 1. Subsections (a) and (b) of section 10a-55a of the general
16-statutes are repealed and the following is substituted in lieu thereof
17-(Effective July 1, 2021):
18-(a) [On or before October 1, 1991, and annually thereafter, each] Each
19-institution of higher education shall annually prepare [in such manner
20-as the president of the Connecticut State Colleges and Universities shall
21-prescribe] a uniform campus crime and safety incident report
22-concerning crimes committed and accidents occurring in the
23-immediately preceding calendar year within the geographical limits of
24-the property owned or under the control of such institution. [Such] The
25-portions of such report concerning criminal offenses shall be in
26-accordance with the uniform crime reporting system pursuant to section
27-29-1c, provided such report is limited to those offenses included in part
28-I of the most recently published edition of the Uniform Crime Reports
29-for the United States as authorized by the Federal Bureau of
30-Investigation and the United States Department of Justice, sexual assault
31-under section 53a-70b of the general statutes, revision of 1958, revised Substitute Senate Bill No. 954

31+those offenses included in part I of the most recently published edition 12
32+of the Uniform Crime Reports for the United States as authorized by the 13
33+Federal Bureau of Investigation and the United States Department of 14
34+Justice, sexual assault under section 53a-70b of the general statutes, 15
35+revision of 1958, revised to January 1, 2019, or sections 53a-70, 53a-70a, 16
36+53a-71, 53a-72a, 53a-72b and 53a-73a, stalking under sections 53a-181c, 17 Substitute Bill No. 954

35-to January 1, 2019, or sections 53a-70, 53a-70a, 53a-71, 53a-72a, 53a-72b
36-and 53a-73a, stalking under sections 53a-181c, 53a-181d and 53a-181e
37-and family violence as designated under section 46b-38h. The state
38-police, local police departments and special police forces established
39-pursuant to section 10a-156b shall cooperate with institutions of higher
40-education in preparing such reports. Institutions with more than one
41-campus shall prepare such reports for each campus.
42-(b) Each annual report prepared pursuant to subsection (a) of this
43-section shall include (1) the number of full-time equivalent students, (2)
44-the number of full-time equivalent employees, (3) the number of
45-students and employees residing in campus housing, [and] (4) for any
46-accident that occurred during the immediately preceding calendar year
47-within the geographical limits of the property owned or under the
48-control of an institution of higher education, including, but not limited
49-to, campuses or dormitories in another country owned or under the
50-control of an institution of higher education for the purposes of an
51-international studies or international exchange program, (A) the
52-number of such accidents that resulted in serious physical injury, as
53-defined in section 53a-3, and (B) the number of such accidents that
54-resulted in death, and (5) for each category of criminal offense, the
55-number of incidents reported and the crime rate. The crime rate shall be
56-equal to the number of incidents reported divided by the total number
57-of full-time equivalent students and employees.

44+46b-38h. The state police, local police departments and special police 19

57+equal to the number of incidents reported divided by the total number 32
58+of full-time equivalent students and employees. As used in this 33
59+subsection, "serious physical injury" has the same meaning as provided 34
60+in section 53a-3.35
