AN ACT CONCERNING CE RTIFICATES OF APPROV AL FOR MOTOR 
VEHICLE DEALERSHIPS AND REPAIR SHOPS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 14-54 of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective July 1, 2021): 2 
Any person who desires to obtain a license for dealing in or repairing 3 
motor vehicles shall first obtain and present to the commissioner a 4 
certificate of approval [of the location for which such license is desired 5 
from the board or authority designated by local charter, regulation or 6 
ordinance of the town, city or borough wherein the business is located 7 
or is proposed to be located, except that in any town or city having a 8 
zoning commission, combined planning and zoning commission and a 9 
board of appeals, such certificate shall be approved by the board of 10 
appeals] from the zoning enforcement official of the municipality where 11 
such license is desired, affirming that the proposed location and use of 12 
the property conform to the municipality's zoning regulations. In 13 
addition thereto, such certificate shall be approved by the local building 14  Raised Bill No. 963

official and local fire marshal. The provisions of this section shall not 15 
apply to (1) a transfer of ownership to a spouse, child, brother, sister or 16 
parent of a licensee, (2) a transfer of ownership to or from a corporation 17 
in which a spouse, child, brother, sister or parent of a licensee has a 18 
controlling interest, or (3) a change in ownership involving the 19 
withdrawal of one or more partners from a partnership.  20 
This act shall take effect as follows and shall amend the following 
sections:
