21	20		AN ACT CONCERNING EX TENDING THE TIME OF EXPIRATION OF
22	21		CERTAIN LAND USE PER MITS.
23	22		Be it enacted by the Senate and House of Representatives in General
24	23		Assembly convened:

26	25		Section 1. Subsection (m) of section 8-3 of the general statutes is 1
27	26		repealed and the following is substituted in lieu thereof (Effective from 2
28	27		passage): 3
29	28		(m) (1) Notwithstanding the provisions of this section, any site plan 4
30	29		approval made under this section prior to July 1, 2011, that has not 5
31	30		expired prior to May 9, 2011, except an approval made under subsection 6
32	31		(j) of this section, shall expire not less than nine years after the date of 7
33	32		such approval and the commission may grant one or more extensions of 8
34	33		time to complete all or part of the work in connection with such site 9
35	34		plan, provided no approval, including all extensions, shall be valid for 10
36	35		more than fourteen years from the date the site plan was approved. 11
37	36		(2) Notwithstanding the provisions of this section, any site plan 12
38		-	approval made under this section on or after July 1, 2011, but prior to 13 Raised Bill No. 970

60	58		with such subdivision, provided no subdivision approval, including all 29
61	59		extensions, shall be valid for more than fourteen years from the date the 30
62	60		subdivision was approved. 31
63	61		(2) Notwithstanding the provisions of this section, any subdivision 32
64	62		approval made under this section on or after July 1, 2011, but prior to 33
65	63		the effective date of this section, that did not expire prior to March 10, 34
66	64		2020, shall expire not less than six years after the date of such approval 35
67	65		and the commission may grant one or more extensions of time to 36
68	66		complete all or part of the work in connection with such subdivision, 37
69	67		provided no subdivision approval, including all extensions, shall be 38
70	68		valid for more than eleven years from the date the subdivision was 39
71	69		approved. 40
72	70		Sec. 3. Subsection (c) of section 8-26g of the general statutes is 41
73	71		repealed and the following is substituted in lieu thereof (Effective from 42

83		-	dwelling units and approved prior to July 1, 2011, that has not expired 46
84		-	prior to May 9, 2011, any person, firm or corporation making such 47

85	82		subdivision shall complete all work in connection with such subdivision 48
86	83		not later than the date fourteen years after the date of approval of the 49
87	84		plan for such subdivision. The commission's endorsement of approval 50
88	85		on the plan shall state the date on which such fourteen-year period 51
89	86		expires. 52
90	87		(2) Notwithstanding the provisions of this section, for any 53
91	88		subdivision of land for a project consisting of four hundred or more 54
92	89		dwelling units and approved on or after July 1, 2011, but prior to the 55
93	90		effective date of this section, that did not expire prior to March 10, 2020, 56
94	91		any person, firm or corporation making such subdivision shall complete 57
95	92		all work in connection with such subdivision not later than the date 58
96	93		eleven years after the date of approval of the plan for such subdivision. 59
97	94		The commission's endorsement of approval on the plan shall state the 60
98	95		date on which such eleven-year period expires. 61
99	96		Sec. 4. Subsection (g) of section 22a-42a of the general statutes is 62
100	97		repealed and the following is substituted in lieu thereof (Effective from 63
101	98		passage): 64
102	99		(g) (1) Notwithstanding the provisions of subdivision (2) of 65
103	100		subsection (d) of this section, any permit issued under this section prior 66
104	101		to July 1, 2011, that has not expired prior to May 9, 2011, shall expire not 67
105	102		less than nine years after the date of such approval. Any such permit 68
106	103		shall be renewed upon request of the permit holder unless the agency 69
107	104		finds that there has been a substantial change in circumstances that 70
108	105		requires a new permit application or an enforcement action has been 71
109	106		undertaken with regard to the regulated activity for which the permit 72
110	107		was issued, provided no such permit shall be valid for more than 73
111	108		fourteen years. 74
112	109		(2) Notwithstanding the provisions of subdivision (2) of subsection 75
113		-	(d) of this section, any permit issued under this section on or after July 76 Raised Bill No. 970
