2120 AN ACT CONCERNING EX TENDING THE TIME OF EXPIRATION OF
2221 CERTAIN LAND USE PER MITS.
2322 Be it enacted by the Senate and House of Representatives in General
2423 Assembly convened:

2625 Section 1. Subsection (m) of section 8-3 of the general statutes is 1
2726 repealed and the following is substituted in lieu thereof (Effective from 2
2827 passage): 3
2928 (m) (1) Notwithstanding the provisions of this section, any site plan 4
3029 approval made under this section prior to July 1, 2011, that has not 5
3130 expired prior to May 9, 2011, except an approval made under subsection 6
3231 (j) of this section, shall expire not less than nine years after the date of 7
3332 such approval and the commission may grant one or more extensions of 8
3433 time to complete all or part of the work in connection with such site 9
3534 plan, provided no approval, including all extensions, shall be valid for 10
3635 more than fourteen years from the date the site plan was approved. 11
3736 (2) Notwithstanding the provisions of this section, any site plan 12
38-approval made under this section on or after July 1, 2011, but prior to 13 Raised Bill No. 970

5250 Sec. 2. Subsection (e) of section 8-26c of the general statutes is 21
5351 repealed and the following is substituted in lieu thereof (Effective from 22
5452 passage): 23
5553 (e) (1) Notwithstanding the provisions of this section, any 24
5654 subdivision approval made under this section prior to July 1, 2011, that 25
5755 has not expired prior to May 9, 2011, shall expire not less than nine years 26
5856 after the date of such approval and the commission may grant one or 27
5957 more extensions of time to complete all or part of the work in connection 28
6058 with such subdivision, provided no subdivision approval, including all 29
6159 extensions, shall be valid for more than fourteen years from the date the 30
6260 subdivision was approved. 31
6361 (2) Notwithstanding the provisions of this section, any subdivision 32
6462 approval made under this section on or after July 1, 2011, but prior to 33
6563 the effective date of this section, that did not expire prior to March 10, 34
6664 2020, shall expire not less than six years after the date of such approval 35
6765 and the commission may grant one or more extensions of time to 36
6866 complete all or part of the work in connection with such subdivision, 37
6967 provided no subdivision approval, including all extensions, shall be 38
7068 valid for more than eleven years from the date the subdivision was 39
7169 approved. 40
7270 Sec. 3. Subsection (c) of section 8-26g of the general statutes is 41
7371 repealed and the following is substituted in lieu thereof (Effective from 42

8582 subdivision shall complete all work in connection with such subdivision 48
8683 not later than the date fourteen years after the date of approval of the 49
8784 plan for such subdivision. The commission's endorsement of approval 50
8885 on the plan shall state the date on which such fourteen-year period 51
8986 expires. 52
9087 (2) Notwithstanding the provisions of this section, for any 53
9188 subdivision of land for a project consisting of four hundred or more 54
9289 dwelling units and approved on or after July 1, 2011, but prior to the 55
9390 effective date of this section, that did not expire prior to March 10, 2020, 56
9491 any person, firm or corporation making such subdivision shall complete 57
9592 all work in connection with such subdivision not later than the date 58
9693 eleven years after the date of approval of the plan for such subdivision. 59
9794 The commission's endorsement of approval on the plan shall state the 60
9895 date on which such eleven-year period expires. 61
9996 Sec. 4. Subsection (g) of section 22a-42a of the general statutes is 62
10097 repealed and the following is substituted in lieu thereof (Effective from 63
10198 passage): 64
10299 (g) (1) Notwithstanding the provisions of subdivision (2) of 65
103100 subsection (d) of this section, any permit issued under this section prior 66
104101 to July 1, 2011, that has not expired prior to May 9, 2011, shall expire not 67
105102 less than nine years after the date of such approval. Any such permit 68
106103 shall be renewed upon request of the permit holder unless the agency 69
107104 finds that there has been a substantial change in circumstances that 70
108105 requires a new permit application or an enforcement action has been 71
109106 undertaken with regard to the regulated activity for which the permit 72
110107 was issued, provided no such permit shall be valid for more than 73
111108 fourteen years. 74
112109 (2) Notwithstanding the provisions of subdivision (2) of subsection 75
113-(d) of this section, any permit issued under this section on or after July 76 Raised Bill No. 970
110+(d) of this section, any permit issued under this section on or after July 76
111+1, 2011, but prior to the effective date of this section, that did not expire 77
112+prior to March 10, 2020, shall expire not less than six years after the date 78
113+of such approval. Any such permit shall be renewed upon request of the 79 Raised Bill No. 970
