10-CORRECTIONAL AND JUVENILE DETENTION FACILITIES.

21+SERVICES IN CORRECTIONAL FACILITIES.
1122 Be it enacted by the Senate and House of Representatives in General

14-Section 1. (NEW) (Effective from passage) (a) The Commissioner of
15-Correction shall not use the provision of voice communication service
16-or any other communication service to persons who are in the custody
17-of the commissioner and confined in a correctional facility to supplant
18-in-person contact visits any such person may be eligible to receive.
19-(b) On and after October 1, 2022, the commissioner shall provide
20-voice communication service to persons who are in the custody of the
21-commissioner and confined in a correctional facility. The commissioner
22-may supplement such voice communication service with any other
23-communication service, including, but not limited to, video
24-communication and electronic mail services. Any such communication
25-service shall be provided free of charge to such persons and any
26-communication, whether initiated or received through any such service,
27-shall be free of charge to the person initiating or receiving the
28-communication.
29-(c) On and after October 1, 2022, the state shall not receive revenue
30-for the provision of any communication service to any person in the Senate Bill No. 972

35-Sec. 2. (NEW) (Effective from passage) (a) The executive director of the
36-Court Support Services Division of the Judicial Branch shall not use the
37-provision of voice communication service or any other communication
38-service to a child who is detained in a juvenile detention facility to
39-supplant in-person contact visits any such child may be eligible to
40-receive.
41-(b) On and after October 1, 2022, the executive director shall provide
42-voice communication service to any child who is detained in a juvenile
43-detention facility. The executive director may supplement such voice
44-communication service with any other communication service,
45-including, but not limited to, video communication and electronic mail
46-services. Any such communication service shall be provided free of
47-charge to such child and any communication, whether initiated or
48-received through any such service, shall be free of charge to the person
49-or child initiating or receiving the communication.
50-(c) On and after October 1, 2022, the state shall not receive revenue
51-for the provision of any communication service to any child detained in
52-a juvenile detention center.
53-(d) For purposes of this section, "child" has the same meaning as
54-provided in section 46b-120 of the general statutes.
55-Sec. 3. Sections 18-81x and 54-105a of the general statutes are
56-repealed. (Effective October 1, 2022)

46+(c) On and after October 1, 2022, the state shall not receive revenue 16

49+Sec. 2. Sections 18-81x and 54-105a of the general statutes are 19
