Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 51-47 of the general statutes is repealed and the 1 following is substituted in lieu thereof (Effective from passage): 2 (a) The judges of the Superior Court, judges of the Appellate Court 3 and judges of the Supreme Court shall receive annually salaries as 4 follows: 5 [(1) On and after July 1, 2014, (A) the Chief Justice of the Supreme 6 Court, one hundred ninety-four thousand seven hundred fifty-seven 7 dollars; (B) the Chief Court Administrator if a judge of the Supreme 8 Court, Appellate Court or Superior Court, one hundred eighty-seven 9 thousand one hundred forty-eight dollars; (C) each associate judge of 10 the Supreme Court, one hundred eighty thousand two hundred four 11 dollars; (D) the Chief Judge of the Appellate Court, one hundred 12 seventy-eight thousand two hundred ten dollars; (E) each judge of the 13 Appellate Court, one hundred sixty-nine thousand two hundred forty-14 five dollars; (F) the Deputy Chief Court Administrator if a judge of the 15 Superior Court, one hundred sixty-two 17 thousand seven hundred fifty-one dollars. 18 (2) On and after July 1, 2015, (A) the Chief Justice of the Supreme 19 Court, two hundred thousand five hundred ninety-nine dollars; (B) the 20 Chief Court Administrator if a judge of the Supreme Court, Appellate 21 Court or Superior Court, one hundred ninety-two thousand seven 22 hundred sixty-three dollars; (C) each associate judge of the Supreme 23 Court, one hundred eighty-five thousand six hundred ten dollars; (D) 24 the Chief Judge of the Appellate Court, one hundred eighty-three 25 thousand five hundred fifty-six dollars; (E) each judge of the Appellate 26 Court, one hundred seventy-four thousand three hundred twenty-three 27 dollars; (F) the Deputy Chief Court Administrator if a judge of the 28 Superior Court, one hundred seventy-one thousand one hundred forty-29 three dollars; (G) each judge of the Superior Court, one hundred sixty-30 seven thousand six hundred thirty-four dollars. 31 (3) On and after July 1, 2017, and prior to October 31, 2017, (A) the 32 Chief Justice of the Supreme Court, two hundred six thousand six 33 hundred seventeen dollars; (B) the Chief Court Administrator if a judge 34 of the Supreme Court, Appellate Court or Superior Court, one hundred 35 ninety-eight thousand five hundred forty-five dollars; (C) each associate 36 judge of the Supreme Court, one hundred ninety-one thousand one 37 hundred seventy-eight dollars; (D) the Chief Judge of the Appellate 38 Court, one hundred eighty-nine thousand sixty-three dollars; (E) each 39 judge of the Appellate Court, one hundred seventy-nine thousand five 40 hundred fifty-two dollars; (F) the Deputy Chief Court Administrator if 41 a judge of the Superior Court, one hundred seventy-six thousand two 42 hundred seventy-seven dollars; (G) each judge of the Superior Court, 43 one hundred seventy-two thousand six hundred sixty-three dollars. 44 (4) On and after October 31, 2017, (A) the Chief Justice of the Supreme 45 Court, two hundred thousand five hundred ninety-nine dollars; (B) the 46 Chief Court Administrator if a judge of the Supreme Court, Appellate 47 Court or Superior Court, one judge of the Appellate 52 Court, one hundred seventy-four thousand three hundred twenty-three 53 dollars; (F) the Deputy Chief Court Administrator if a judge of the 54 Superior Court, one hundred seventy-one thousand one hundred forty-55 three dollars; (G) each judge of the Superior Court, one hundred sixty-56 seven thousand six hundred thirty-four dollars.] 57 [(5)] (1) On and after July 1, 2019, (A) the Chief Justice of the Supreme 58 Court, two hundred six thousand six hundred seventeen dollars; (B) the 59 Chief Court Administrator if a judge of the Supreme Court, Appellate 60 Court or Superior Court, one hundred ninety-eight thousand five 61 hundred forty-five dollars; (C) each associate judge of the Supreme 62 Court, one hundred ninety-one thousand one hundred seventy-eight 63 dollars; (D) the Chief Judge of the Appellate Court, one hundred eighty-64 nine thousand sixty-three dollars; (E) each judge of the Appellate Court, 65 one hundred seventy-nine thousand five hundred fifty-two dollars; (F) 66 the Deputy Chief Court Administrator if a judge of the Superior Court, 67 one hundred seventy-six thousand two hundred seventy-seven dollars; 68 (G) each judge of the Superior Court, one hundred seventy-two 69 thousand six hundred sixty-three dollars. 70 (2) On and after July 1, 2021, (A) the Chief Justice of the Supreme 71 Court, two hundred fifteen thousand nine hundred fifteen dollars; (B) 72 the Chief Court Administrator if a judge of the Supreme Court, 73 Appellate Court or Superior Court, two hundred seven thousand four 74 hundred eighty dollars; (C) each associate judge of the Supreme Court, 75 one hundred ninety-nine thousand seven hundred eighty-one dollars; 76 (D) the Chief Judge of the Appellate Court, one hundred ninety-seven 77 thousand five hundred seventy-one dollars; (E) each judge of the 78 Appellate Court, one hundred eighty-seven thousand six hundred 79 sixty-three dollars; (F) the Deputy Chief Court Administrator if a judge 80 of Superior Court, one hundred eighty 82 thousand four hundred sixty dollars. 83 (3) On July 1, 2022, and on July first of 2023 and 2024, the chief justice 84 and each judge and administrator receiving a salary pursuant to this 85 subsection shall be entitled, in addition to the salary to which the chief 86 justice and each judge and administrator was entitled to as of the July 87 first immediately preceding, to an annual cost of living allowance which 88 reflects the increase, if any, in the Consumer Price Index for All Urban 89 Consumers for the previous twelve-month period, provided such cost 90 of living allowance shall be not less than two and one-half per cent. 91 [(b) (1) In addition to the salary such judge is entitled to receive under 92 subsection (a) of this section, on and after July 1, 2014, a judge 93 designated as the administrative judge of the appellate system shall 94 receive one thousand one hundred nine dollars in annual salary, each 95 Superior Court judge designated as the administrative judge of a 96 judicial district shall receive one thousand one hundred nine dollars in 97 annual salary and each Superior Court judge designated as the chief 98 administrative judge for facilities, administrative appeals, judicial 99 marshal service or judge trial referees or for the Family, Juvenile, 100 Criminal or Civil Division of the Superior Court shall receive one 101 thousand one hundred nine dollars in annual salary. 102 (2) In addition to the salary such judge is entitled to receive under 103 subsection (a) of this section, on and after July 1, 2015, a judge 104 designated as the administrative judge of the appellate system shall 105 receive one thousand one hundred forty-two dollars in additional 106 compensation, each Superior Court judge designated as the 107 administrative judge of a judicial district shall receive one thousand one 108 hundred forty-two dollars in additional compensation and each 109 Superior Court judge designated as the chief administrative judge for 110 facilities, administrative appeals, judicial marshal service or judge trial 111 referees or for the Family, Juvenile, Criminal or Civil Division of the 112 Superior Court shall receive one thousand one hundred forty-two 113 dollars in additional compensation. 114 Raised Bill No. 988 LCO 4386 {\\PRDFS1\SCOUSERS\FORZANOF\WS\2021SB-00988- R01-SB.docx } 5 of 11 (3) In addition to the salary such judge is entitled to receive under 115 subsection (a) of this section, on and after July 1, 2017, and prior to 116 October 31, 2017, a judge designated as the administrative judge of the 117 appellate system shall receive one thousand one hundred seventy-seven 118 dollars in additional compensation, each Superior Court judge 119 designated as the administrative judge of a judicial district shall receive 120 one thousand one hundred seventy-seven dollars in additional 121 compensation and each Superior Court judge designated as the chief 122 administrative judge for facilities, administrative appeals, judicial 123 marshal service or judge trial referees or for the Family, Juvenile, 124 Criminal or Civil Division of the Superior Court shall receive one 125 thousand one hundred seventy -seven dollars in additional 126 compensation. 127 (4) In addition to the salary such judge is entitled to receive under 128 subsection (a) of this section, on and after October 31, 2017, a judge 129 designated as the administrative judge of the appellate system shall 130 receive one thousand one hundred forty-two dollars in additional 131 compensation, each Superior Court judge designated as the 132 administrative judge of a judicial district shall receive one thousand one 133 hundred forty-two dollars in additional compensation and each 134 Superior Court judge designated as the chief administrative judge for 135 facilities, administrative appeals, judicial marshal service or judge trial 136 referees or for the Family, Juvenile, Criminal or Civil Division of the 137 Superior Court shall receive one thousand one hundred forty-two 138 dollars in additional compensation.] 139 [(5)] (b) (1) In addition to the salary such judge is entitled to receive 140 under subsection (a) of this section, on and after July 1, 2019, a judge 141 designated as the administrative judge of the appellate system shall 142 receive one thousand one hundred seventy-seven dollars in additional 143 compensation, each Superior Court judge designated as the 144 administrative judge of a judicial district shall receive one thousand one 145 hundred seventy-seven dollars in additional compensation and each 146 Superior Court judge designated as the chief administrative judge for 147 Raised Bill No. 988 LCO 4386 {\\PRDFS1\SCOUSERS\FORZANOF\WS\2021SB-00988- R01-SB.docx } 6 of 11 facilities, administrative appeals, judicial marshal service or judge trial 148 referees or for the Family, Juvenile, Criminal or Civil Division of the 149 Superior Court shall receive one thousand one hundred seventy-seven 150 dollars in additional compensation. 151 (2) In addition to the salary such judge is entitled to receive under 152 subsection (a) of this section, on and after July 1, 2021, a judge 153 designated as the administrative judge of the appellate system shall 154 receive one thousand two hundred thirty dollars in additional 155 compensation, each Superior Court judge designated as the 156 administrative judge of a judicial district shall receive one thousand two 157 hundred thirty dollars in additional compensation and each Superior 158 Court judge designated as the chief administrative judge for facilities, 159 administrative appeals, judicial marshal service or judge trial referees or 160 for the Family, Juvenile, Criminal or Civil Division of the Superior Court 161 shall receive one thousand two hundred thirty dollars in additional 162 compensation. 163 (3) On July 1, 2022, and on July first of 2023 and 2024, each judge 164 designated as an administrative judge and receiving additional 165 compensation pursuant to this subsection shall be entitled, in addition 166 to the additional compensation such judge was entitled to as of the July 167 first immediately preceding, to an annual cost of living allowance which 168 reflects the increase, if any, in the Consumer Price Index for All Urban 169 Consumers for the previous twelve-month period, provided such cost 170 of living allowance shall be not less than two and one-half per cent. 171 (c) Each such judge shall be an elector and a resident of this state, 172 shall be a member of the bar of the state of Connecticut and shall not 173 engage in private practice, nor on or after July 1, 1985, be a member of 174 any board of directors or of any advisory board of any state bank and 175 trust company, state bank or savings and loan association, national 176 banking association or federal savings bank or savings and loan 177 association. Nothing in this subsection shall preclude a senior judge 178 from participating in any alternative dispute resolution program 179 approved by STA-FED ADR, Inc. 180 Raised Bill No. 988 LCO 4386 {\\PRDFS1\SCOUSERS\FORZANOF\WS\2021SB-00988- R01-SB.docx } 7 of 11 (d) Each such judge, excluding any senior judge, who has completed 181 not less than ten years of service as a judge of either the Supreme Court, 182 the Appellate Court, or the Superior Court, or of any combination of 183 such courts, or of the Court of Common Pleas, the Juvenile Court or the 184 Circuit Court, or other state service or service as an elected officer of the 185 state, or any combination of such service, shall receive semiannual 186 longevity payments based on service as a judge of any or all of such six 187 courts, or other state service or service as an elected officer of the state, 188 or any combination of such service, completed as of the first day of July 189 and the first day of January of each year, as follows: 190 (1) A judge who has completed ten or more years but less than fifteen 191 years of service shall receive one-quarter of three per cent of the annual 192 salary payable under subsection (a) of this section. 193 (2) A judge who has completed fifteen or more years but less than 194 twenty years of service shall receive one-half of three per cent of the 195 annual salary payable under subsection (a) of this section. 196 (3) A judge who has completed twenty or more years but less than 197 twenty-five years of service shall receive three-quarters of three per cent 198 of the annual salary payable under subsection (a) of this section. 199 (4) A judge who has completed twenty-five or more years of service 200 shall receive three per cent of the annual salary payable under 201 subsection (a) of this section. 202 Sec. 2. Subsection (f) of section 52-434 of the general statutes is 203 repealed and the following is substituted in lieu thereof (Effective from 204 passage): 205 (f) (1) Each judge trial referee shall receive, for acting as a referee or 206 as a single auditor or committee of any court or for performing duties 207 assigned by the Chief Court Administrator with the approval of the 208 Chief Justice, for each day the judge trial referee is so engaged, in 209 addition to the retirement salary: [(1) (A) On and after July 1, 2014, the 210 sum of two hundred forty-four dollars, (B) on and after July 1, 2015, the 211 Raised Bill No. 988 LCO 4386 {\\PRDFS1\SCOUSERS\FORZANOF\WS\2021SB-00988- R01-SB.docx } 8 of 11 sum of two hundred fifty-one dollars, (C) on and after July 1, 2017, and 212 prior to October 31, 2017, the sum of two hundred fifty-nine dollars, (D) 213 on and after October 31, 2017, the sum of two hundred fifty-one dollars, 214 and (E) on] (A) (i) On and after July 1, 2019, the sum of two hundred 215 fifty-nine dollars, [;] and (ii) on and after July 1, 2021, the sum of two 216 hundred seventy-one dollars; and [(2)] (B) expenses, including mileage. 217 Such amounts shall be taxed by the court making the reference in the 218 same manner as other court expenses. 219 (2) On July 1, 2022, and on July first of 2023 and 2024, each judge trial 220 referee, for acting as a referee or as a single auditor or committee of any 221 court or for performing duties assigned by the Chief Court 222 Administrator with the approval of the Chief Justice, shall be entitled, 223 in addition to the sum such judge trial referee was eligible to receive for 224 each day so engaged as of the July first immediately preceding, to an 225 annual cost of living allowance which reflects the increase, if any, in the 226 Consumer Price Index for All Urban Consumers for the previous 227 twelve-month period, provided such cost of living allowance shall be 228 not less than two and one-half per cent. 229 Sec. 3. Subsection (h) of section 46b-231 of the general statutes is 230 repealed and the following is substituted in lieu thereof (Effective from 231 passage): 232 [(h) (1) On and after July 1, 2014, the Chief Family Support Magistrate 233 shall receive a salary of one hundred forty-one thousand six hundred 234 eighty-six dollars, and other family support magistrates shall receive an 235 annual salary of one hundred thirty-four thousand eight hundred forty-236 eight dollars. 237 (2) On and after July 1, 2015, the Chief Family Support Magistrate 238 shall receive a salary of one hundred forty-five thousand nine hundred 239 thirty-six dollars, and other family support magistrates shall receive an 240 annual salary of one hundred thirty-eight thousand eight hundred 241 ninety-three dollars. 242 Raised Bill No. 988 LCO 4386 {\\PRDFS1\SCOUSERS\FORZANOF\WS\2021SB-00988- R01-SB.docx } 9 of 11 (3) On and after July 1, 2017, and prior to October 31, 2017, the Chief 243 Family Support Magistrate shall receive a salary of one hundred fifty 244 thousand three hundred fourteen dollars, and other family support 245 magistrates shall receive an annual salary of one hundred forty-three 246 thousand sixty dollars. 247 (4) On and after October 31, 2017, the Chief Family Support 248 Magistrate shall receive a salary of one hundred forty-five thousand 249 nine hundred thirty-six dollars, and other family support magistrates 250 shall receive an annual salary of one hundred thirty-eight thousand 251 eight hundred ninety-three dollars.] 252 [(5)] (h) (1) On and after July 1, 2019, the Chief Family Support 253 Magistrate shall receive a salary of one hundred fifty thousand three 254 hundred fourteen dollars, and other family support magistrates shall 255 receive an annual salary of one hundred forty-three thousand sixty 256 dollars. 257 (2) On and after July 1, 2021, the Chief Family Support Magistrate 258 shall receive a salary of one hundred fifty-seven thousand seventy-eight 259 dollars, and other family support magistrates shall receive an annual 260 salary of one hundred forty-nine thousand four hundred ninety-eight 261 dollars. 262 (3) On July 1, 2022, and on July first of 2023 and 2024, the Chief Family 263 Support Magistrate and each other family support magistrate receiving 264 a salary pursuant to this subsection shall be entitled, in addition to the 265 salary to which the chief family support magistrate and other family 266 support magistrate was entitled to as of the July first immediately 267 preceding, to an annual cost of living allowance which reflects the 268 increase, if any, in the Consumer Price Index for All Urban Consumers 269 for the previous twelve-month period, provided such cost of living 270 allowance shall be not less than two and one-half per cent. 271 Sec. 4. Subsection (b) of section 46b-236 of the general statutes is 272 repealed and the following is substituted in lieu thereof (Effective from 273 Raised Bill No. 988 LCO 4386 {\\PRDFS1\SCOUSERS\FORZANOF\WS\2021SB-00988- R01-SB.docx } 10 of 11 passage): 274 [(b) (1) On and after July 1, 2014, each family support referee shall 275 receive, for acting as a family support referee, in addition to the 276 retirement salary, the sum of two hundred eleven dollars and expenses, 277 including mileage, for each day a family support referee is so engaged. 278 (2) On and after July 1, 2015, each family support referee shall receive, 279 for acting as a family support referee, in addition to the retirement 280 salary, the sum of two hundred seventeen dollars and expenses, 281 including mileage, for each day a family support referee is so engaged. 282 (3) On and after July 1, 2017, and prior to October 31, 2017, each 283 family support referee shall receive, for acting as a family support 284 referee, in addition to the retirement salary, the sum of two hundred 285 twenty-three dollars and expenses, including mileage, for each day a 286 family support referee is so engaged. 287 (4) On and after October 31, 2017, each family support referee shall 288 receive, for acting as a family support referee, in addition to the 289 retirement salary, the sum of two hundred seventeen dollars and 290 expenses, including mileage, for each day a family support referee is so 291 engaged.] 292 [(5)] (b) (1) On and after July 1, 2019, each family support referee shall 293 receive, for acting as a family support referee, in addition to the 294 retirement salary, the sum of two hundred twenty-three dollars and 295 expenses, including mileage, for each day a family support referee is so 296 engaged. 297 (2) On and after July 1, 2021, each family support referee shall receive, 298 for acting as a family support referee, in addition to the retirement 299 salary, the sum of two hundred thirty-three dollars and expenses, 300 including mileage, for each day a family support referee is so engaged. 301 (3) On July 1, 2022, and on July first of 2023 and 2024, each family 302 support referee shall be entitled, in addition to the sum such family 303 Raised Bill No. 988 LCO 4386 {\\PRDFS1\SCOUSERS\FORZANOF\WS\2021SB-00988- R01-SB.docx } 11 of 11 support referee was entitled to receive for each day engaged as a family 304 support referee as of the July first immediately preceding, to an annual 305 cost of living allowance which reflects the increase, if any, in the 306 Consumer Price Index for All Urban Consumers for the previous 307 twelve-month period, provided such cost of living allowance shall be 308 not less than two and one-half per cent. 309 This act shall take effect as follows and shall amend the following sections: Section 1 from passage 51-47 Sec. 2 from passage 52-434(f) Sec. 3 from passage 46b-231(h) Sec. 4 from passage 46b-236(b) JUD Joint Favorable
