1420 AN ACT CONCERNING TR AINING FOR CERTAIN PLANNING AND
1521 ZONING OFFICIALS.
1622 Be it enacted by the Senate and House of Representatives in General
1723 Assembly convened:

1925 Section 1. (NEW) (Effective October 1, 2021) (a) On and after January 1, 1
20-2023, each member of a municipal planning commission, zoning 2
21-commission, combined planning and zoning commission and zoning 3
22-board of appeals shall, within one year of election or appointment to 4
23-such commission or board, complete not less than five hours of training 5
24-designed to assist such member in the effective performance of such 6
25-member's duties. Not less than two hours of such training shall include 7
26-education on alternative or affordable housing. 8
27-(b) Training required pursuant to subsection (a) of this section shall 9
28-be (1) provided through the Department of Housing or the Land Use 10
29-Academy at the Center for Land Use Education and Research at The 11
30-University of Connecticut, or (2) certified by the Connecticut Chapter of 12
31-the American Planning Association, the planning and zoning section of 13
32-the Connecticut Bar Association or a similar professional land use 14
33-association. Training may be conducted in a variety of formats, 15
34-including, but not limited to, electronic media, a video or distance 16
35-learning program or in a traditional classroom setting. 17
36-(c) Not later than March 1, 2024, and annually thereafter, each 18 Substitute Bill No. 1026
26+2023, any municipality may, by ordinance, annually require each 2
27+member of such municipality's planning commission, zoning 3
28+commission, combined planning and zoning commission and zoning 4
29+board of appeals, as applicable, to complete not less than four hours of 5
30+training designed to assist such members in the effective performance 6
31+of such members' duties. Not less than two hours of training shall 7
32+include education on alternative or affordable housing. Any member 8
33+that completes training in excess of four hours in a year may count not 9
34+more than four hours of such excess training toward satisfying such 10
35+member's training requirement for the next calendar year. 11
36+(b) Training required pursuant to subsection (a) of this section shall 12
37+be (1) provided through the Department of Housing or the Land Use 13
38+Academy at the Center for Land Use Education and Research at The 14
39+University of Connecticut, or (2) certified by the Connecticut Chapter of 15 Raised Bill No. 1026

45-statement to the legislative body of the municipality for such 21
46-commission or board affirming compliance with the training 22
47-requirement established pursuant to subsection (a) of this section by 23
48-each member of such commission or board required to complete such 24
49-training in the calendar year ending the preceding December thirty-first, 25
50-except that any planning commission may instead include such 26
51-statement in the annual report required pursuant to subsection (a) of 27
52-section 8-19 of the general statutes. 28

58+annual report required pursuant to subsection (a) of section 8-19 of the 29
