4343 1. Messages from one chamber to the other shall be delivered to the 5

4646 2. Joint conventions shall be held in the Hall of the House. Either 8
4747 chamber may request a convention stating the purposes thereof in its 9

5757 3. (a) Designation of Committees. There shall be twenty-two joint 15
5858 standing committees as provided in subsection (b) of this rule. There 16
5959 shall be two statutory committees as provided in subsection (c) of this 17
6060 rule. Committees shall consider all matters referred to them and report 18
6161 as required by these rules. 19
6262 (b) Standing Committees. Each joint standing committee shall consist 20
6363 of not more than nine senators and not more than thirty-five 21
6464 representatives, except that the joint standing committees on 22
6565 Appropriations and Finance, Revenue and Bonding shall consist of not 23
6666 more than thirteen senators and not more than forty -five 24
6767 representatives, and the joint standing committee on Judiciary shall 25
6868 consist of not more than eleven senators and not more than thirty-five 26
6969 representatives. The joint standing committees shall be divided into 27

7272 (1) A committee on APPROPRIATIONS that shall have cognizance of 30
7373 all matters relating to appropriations and the operating budgets and all 31
7474 matters relating to state employees' salaries, benefits and retirement, 32
7575 teachers' retirement, veterans' pensions and collective bargaining 33
7676 agreements and arbitration awards for state employees. In addition, any 34
7777 bills or resolutions carrying or requiring appropriations, or creating or 35
7878 enlarging a state mandate to local governments, defined in subsection 36
7979 (a)(2) of section 2-32b of the general statutes, and favorably reported by 37
8080 any other committee, except the payment of claims by the state, shall be 38

9696 covering teachers and professional employees of such boards, 50
9797 vocational rehabilitation, and libraries, including the State Library, 51

9999 (3) A committee on ENVIRONMENT that shall have cognizance of 53

111111 taxation. Any bill or resolution favorably reported by another 65
112112 committee relating to finance, revenue, capital bonding, taxation, 66
113113 employer contributions for unemployment compensation purposes, all 67
114114 matters relating to the Department of Revenue Services and the revenue 68
115115 aspects of the Gaming Division within the Department of Consumer 69
116116 Protection shall be referred to the committee, provided the committee's 70
117117 consideration shall be limited to the financial provisions and purposes 71

255255 (c) Statutory Committees. In addition, there shall be: 193
256256 (1) The committee on LEGISLATIVE MANAGEMENT that shall 194
257257 conduct the business affairs of the General Assembly. The committee 195
258258 shall be responsible for the operation of the General Assembly, 196
259259 coordination and supervision of committee work, improvement of 197
260260 legislative operations, deciding on matters of organization, procedures, 198
261261 facilities and working conditions of the General Assembly, 199
262262 compensation of employees of the legislative branch, and the facilitation 200
263263 of positive relationships with the federal government and other state 201
264264 governments. All bills and resolutions relating to such matters may be 202
265265 referred to the committee. The committee shall consist of (A) twenty 203 Senate Joint Resolution No.

280280 members appointed by the minority leader. In matters of legislative 214
281281 operations, the legislative commissioners and the clerks of each 215
282282 chamber shall serve as ex-officio, non-voting members of the committee. 216
283283 The committee shall be chaired by the President Pro Tempore and the 217
284284 Speaker. A majority of the membership shall constitute a quorum and 218
285285 all actions shall require the affirmative vote of a majority. At any 219
286286 meeting, if a committee member present of either chamber requests, a 220
287287 vote of the majority of the members present of each chamber shall be 221
288288 required for approval of a question. 222
289289 (2) The committee on EXECUTIVE AND LE GISLATIVE 223
290290 NOMINATIONS that shall consist of (A) nineteen members of the 224
291291 House who shall be (i) the majority leader, or the majority leader's 225
292292 designee, (ii) the minority leader, or the minority leader's designee, (iii) 226
293293 ten members appointed by the Speaker, and (iv) seven members 227
294294 appointed by the minority leader, and (B) eight members of the Senate 228
295295 who shall be (i) the majority leader, or the majority leader's designee, (ii) 229
296296 the minority leader, or the minority leader's designee, (iii) three 230
297297 members appointed by the President Pro Tempore, and (iv) three 231
298298 members appointed by the minority leader. The chairpersons and 232
299299 ranking members of the committee or committees having cognizance of 233
300300 matters relating to the duties of a nominee for the position of a 234
301301 department head, as defined in section 4-5 of the general statutes, shall 235
302302 serve as ex-officio, non-voting members of the committee on executive 236
303303 and legislative nominations for the consideration of such nomination. 237

313313 (d) Committee Appointments. Appointments of committee members, 243
314314 except to fill a vacancy caused by death or incapacity or by resignation 244
315315 from the General Assembly or a committee of the General Assembly, 245
316316 shall be made on or before the fifth regular session day of the first year 246
317317 of the term and, except as otherwise provided in the rules of each 247
318318 chamber, shall be for the entire term for which the members were 248
319319 elected. Committee appointments of a member elected after the fifth 249
320320 regular session day of the first year of the term shall be made not later 250
321321 than five calendar days after the member takes the oath of office, and 251
322322 may be made, at the discretion of the appointing authority, to any 252
323323 committee. 253
324324 Senate and House committees shall be appointed and organized in 254
325325 accordance with the rules of each chamber and members of the minority 255
326326 party shall be appointed on nomination of the minority leader of each 256
327327 chamber. 257
328328 LEADERS ON COMMITTEES 258
329329 4. The President Pro Tempore of the Senate, Speaker of the House, 259
330330 and majority and minority leaders of the Senate and the House shall be 260
331331 ex-officio members of all committees, with the right to be present at all 261
332332 meetings and to take part in deliberations but without the right to vote, 262
333333 except as to those committees to which they are appointed members. 263
334334 COMMITTEE MEETINGS AND PROCEDURES 264
335335 5. (a) Scheduling. Except as otherwise provided in subsection (b) of 265
336336 this rule and in Rule 15, chairpersons of committees shall jointly 266
337337 schedule meetings during periods when the General Assembly is in 267
338338 session as follows: 268
339339 (1) Committees may meet on any day from January 6 through January 269 Senate Joint Resolution No.

344344 13 in 2021 and from February 9 through February 11 in 2022. The 270
345345 chairpersons of each committee may jointly call a meeting during said 271
346346 period in 2021 for the purpose of organization and to consider such 272
347347 other business as is deemed necessary. 273
348348 (2) Beginning on January 14 in 2021 and on February 14 in 2022, and 274
349349 ending on the committee's deadline to report bills and resolutions in 275
350350 such year, as provided in Rule 15, Group A committees shall meet on 276
351351 Mondays, Wednesdays and Fridays only and Group B committees shall 277
352352 meet on Tuesdays and Thursdays only. 278
353353 (3) Statutory committees, as described in subsection (c) of Rule 3, may 279
354354 meet on any day. 280
355355 (4) Committees, except conference committees, may not meet during 281
356356 a session of either chamber without the consent of each chamber which 282
357357 is in session. 283
358358 (5) (A) Only during a declaration of a public health or civil 284
359359 preparedness emergency related to COVID-19 by the Governor, or at 285
360360 any other time deemed necessary by the President Pro Tempore of the 286
361361 Senate and the Speaker of the House for public health concerns related 287
362362 to COVID-19, committees shall conduct meetings only on a virtual 288
363363 platform approved by the President Pro Tempore of the Senate and the 289
364364 Speaker of the House. Meetings under this subdivision shall be 290
365365 conducted as follows: 291
366366 (i) Each member may only participate and vote at such meeting on 292
367367 such virtual platform; 293
368368 (ii) Such meeting shall be broadcast contemporaneously on television 294
369369 or on an Internet web site identified in the notice provided under 295
370370 subsection (f) of this rule for such meeting; 296
371371 (iii) If a technological issue prevents or otherwise limits the 297
372372 transaction of the business of the committee or the committee's ability 298
373373 to comply with these rules, prior to or during a meeting conducted on a 299
374374 virtual platform, the chairpersons of the committee may take whatever 300 Senate Joint Resolution No.

379379 action they deem necessary, including, but not limited to, cancelling or 301
380380 rescheduling such meeting, if notice is provided in accordance with the 302
381381 provisions of subsection (f) of this rule for any such meeting that is 303
382382 cancelled or rescheduled; 304
383383 (iv) Not more than a total of ten such meetings or hearings conducted 305
384384 on a virtual platform pursuant to Rule 6(a)(3), or any combination 306
385385 thereof, may be scheduled for or conducted at the same time. 307
386386 (B) As used in these rules, "COVID-19" means the respiratory disease 308
387387 designated by the World Health Organization on February 11, 2020, as 309
388388 coronavirus 2019, and any related mutation thereof recognized by said 310
389389 organization as a communicable respiratory disease. 311
390390 (b) Exceptions to Scheduling Requirements. 312
391391 (1) The committees on Appropriations and Finance, Revenue and 313
392392 Bonding may meet on any day. The committee on Judiciary may meet 314
393393 on any day after March 26 in 2021 and after March 21 in 2022. The 315
394394 committee on Government Administration and Elections may meet on 316
395395 any day after March 31 in 2021 and after March 30 in 2022 to raise, hear 317
396396 or report favorably or unfavorably a conveyance bill. 318
397397 (2) Any committee may meet on any day, provided a record is made 319
398398 certifying a significant need for the meeting by the Speaker of the House 320
399399 and the President Pro Tempore of the Senate, or their designees. 321
400400 (3) If, in any week, the designated meeting day of a committee falls 322
401401 on a holiday or on a day when the State Capitol or Legislative Office 323
402402 Building is officially closed, the committee may meet on another day, 324
403403 not so designated, within seven calendar days before or after such day, 325
404404 provided a record is made certifying the need for the meeting by one of 326
405405 the following: The President Pro Tempore of the Senate, the Speaker of 327
406406 the House, the majority leader of the Senate or the majority leader of the 328
407407 House and all reasonable efforts have been made to notify each member 329
408408 of the committee of the meeting. 330
409409 (c) Conduct of Meetings. A chairperson or a vice chairperson shall 331 Senate Joint Resolution No.

414414 convene all meetings. If a meeting, other than a meeting on the day of 332
415415 the committee's deadline to report bills and resolutions, as provided in 333
416416 Rule 15, is not so convened within fifteen minutes following its 334
417417 scheduled starting time, the meeting shall be deemed cancelled. In all 335
418418 meetings of joint committees, and at all public hearings held by such 336
419419 committees, the Senate and House chairpersons shall mutually agree as 337
420420 to who shall preside and in the absence of agreement the Senate 338
421421 chairperson and the House chairperson shall alternately preside. A 339
422422 chairperson shall recognize each member wishing to be heard prior to 340
423423 ordering the vote on the final question of a favorable or unfavorable 341
424424 report, a favorable change of reference or the boxing of a bill or 342
425425 resolution. All questions of order, hearings and other proceedings 343
426426 including the raising of bills or resolutions and questions relating to 344
427427 evidence shall be determined by a majority of votes but, if the majority 345
428428 of the committee members present of either chamber so request, the 346
429429 committee members of each chamber shall separately determine all 347
430430 questions. A vote of a committee may be reconsidered only at the next 348
431431 regular meeting of the committee, except that any vote on the day of the 349
432432 committee's deadline to report bills and resolutions as provided in Rule 350
433433 15, may be reconsidered at the same meeting not later than 5:00 p.m. 351
434434 In the case of a meeting that is conducted on a virtual platform: (1) 352
435435 No member may cast a vote on any question unless such member is 353
436436 visible to the committee clerk on such virtual platform when casting his 354
437437 or her vote; (2) a committee member may offer an oral amendment to 355
438438 any bill or resolution during the discussion on the final question of a 356
439439 favorable report of such bill or resolution; (3) if an amendment to a bill 357
440440 or resolution is offered by a committee member during the discussion 358
441441 on the final question of a favorable report, and such amendment has 359
442442 been prepared by the Legislative Commissioners' Office and assigned 360
443443 an LCO number by that office, the committee clerk shall distribute such 361
444444 amendment to all committee members prior to the ordering of a vote on 362
445445 such amendment; and (4) the chairperson presiding over the meeting 363
446446 shall, upon a request of a committee member, hold a roll call vote on an 364
447447 amendment offered to a bill or resolution during the discussion on the 365

457457 yea and the members voting nay. No motion to dispense with the 371
458458 recording of the names of the members voting yea and the members 372
459459 voting nay shall be entertained and no bill or resolution shall be 373
460460 reported to either chamber unless the names of the members voting yea 374
461461 and the members voting nay have been recorded and a record of the 375
462462 names of the members voting yea and the members voting nay has been 376
463463 attached to the bill or resolution submitted to the Legislative 377
464464 Commissioners' Office as provided in Rule 13, except during a 378
465465 declaration of a public health or civil preparedness emergency related 379
466466 to COVID-19 by the Governor, or at any other time deemed necessary 380
467467 by the President Pro Tempore of the Senate and the Speaker of the 381
468468 House for public health concerns related to COVID-19, it is not required 382
469469 that such record be attached to the bill or resolution for purposes of 383
470470 submission to the Legislative Commissioners' Office, provided such 384
471471 record is submitted to the Legislative Commissioners' Office as 385
472472 provided in Rules 13 and 15(a). A copy of the voting record shall be sent 386
473473 to the clerk of the appropriate chamber, by the Legislative 387
474474 Commissioners' Office, with the favorably or unfavorably reported bill 388
475475 or resolution and retained by the clerks. 389
476476 (e) Proxies. No member may vote by proxy and no committee shall 390
477477 record a vote cast by any member as a proxy for any other member. 391
478478 (f) Notice Requirements. (1) Except as otherwise provided in 392
479479 subdivision (2) of this subsection, notice of the date, time and place of 393
480480 committee meetings during periods when the General Assembly is in 394
481481 session shall be (A) given to the clerk of each chamber at least one day 395
482482 in advance of the meeting, and (B) when practicable, (i) given to the 396
483483 Legislative Bulletin clerk for inclusion in the next Legislative Bulletin, 397
484484 and (ii) posted on the General Assembly's web site. The committee 398
485485 clerks shall post notice of the meetings in a conspicuous place in or near 399

491491 (2) In the case of a committee meeting conducted on a virtual 401
492492 platform, notice of the date, time and manner of committee meetings 402
493493 during periods when the General Assembly is in session shall be (A) 403

495495 before the meeting, (B) posted on the General Assembly's web site not 405
496496 later than 6:00 p.m. of the day before the meeting, and (C) when 406
497497 practicable, given to the Legislative Bulletin clerk for inclusion in the 407
498498 next Legislative Bulletin. The committee clerk shall not be required to 408
499499 post such notice in a conspicuous place in or near the committee office 409
500500 or at the location of the scheduled hearing. The notice provided to 410
501501 committee members and staff shall include the Internet web site address 411
502502 for participation at such meeting, and the notice provided to members 412
503503 of the public shall include the Internet web site address or television 413
504504 channel in which such meeting will be broadcast. 414
505505 (g) Exception to Notice Requirements. A meeting may be held on less 415
506506 than one calendar day's notice, provided announcement of the meeting 416
507507 is made from the floor of the Senate or House during a session and both 417
508508 chairpersons have approved the date, time, place and agenda for the 418
509509 meeting. Such approval shall not be unreasonably withheld. If the 419
510510 announcement cannot be made in one or both chambers because no 420
511511 regular session is being held on that day, an emergency meeting may 421
512512 still be held, provided a record is made certifying the need for the 422
513513 meeting by one of the following: The President Pro Tempore of the 423
514514 Senate, the Speaker of the House, the majority leader of the Senate or the 424
515515 majority leader of the House, and all reasonable efforts have been made 425
516516 to notify each member of the committee of the meeting. 426
517517 (h) Agendas. An agenda, approved by both chairpersons, shall be 427
518518 prepared for each meeting, including meetings conducted on a virtual 428
519519 platform, and made available at least one day before the meeting, on the 429
520520 General Assembly web site, except that for a meeting (1) held under 430
521521 subsection (g) of this rule, the agenda shall be prepared and made 431
522522 available prior to the meeting, or (2) conducted on a virtual platform, 432
523523 the agenda shall be posted on the General Assembly web site not later 433

534534 has been prepared by the Legislative Commissioners' Office and 440
535535 assigned an LCO number by that office and reported favorably without 441
536536 any changes at such committee meeting. 442

538538 6. (a) Scheduling. 444
539539 (1) A committee may hold subject matter public hearings on any 445
540540 subject and on specified proposed bills and proposed resolutions, and 446
541541 on committee and raised bills and resolutions, during sessions, except 447
542542 that subject matter public hearings on proposed bills and proposed 448
543543 resolutions shall be held not later than twenty-one calendar days in 2021 449
544544 and fourteen calendar days in 2022 before the committee's reporting out 450
545545 date designated in the schedule shown in Rule 15. 451
546546 (2) Public hearings shall be scheduled for the convenience of the 452
547547 public and in accordance with the schedule for committee meetings of 453
548548 that committee as provided in Rule 5. 454
549549 (3) Only during a declaration of a public health or civil preparedness 455
550550 emergency related to COVID-19 by the Governor, or at any other time 456
551551 deemed necessary by the President Pro Tempore of the Senate and the 457
552552 Speaker of the House for public health concerns related to COVID-19, 458
553553 committees shall conduct public hearings only on a virtual platform 459
554554 approved by the President Pro Tempore of the Senate and the Speaker 460
555555 of the House, and each member may only participate in such hearing on 461
556556 such virtual platform. All such hearings shall be broadcast 462
557557 contemporaneously on television or on an Internet web site identified in 463
558558 the notice of such meeting provided pursuant to subsection (b) of this 464
559559 rule. Not more than a total of ten such hearings or meetings conducted 465 Senate Joint Resolution No.

568568 committee's ability to comply with this rule, prior to or during a public 470
569569 hearing conducted on a virtual platform, the chairpersons of the 471
570570 committee may take whatever action they deem necessary, including 472
571571 but not limited to, recessing such hearing in accordance with the 473
572572 provisions of subsection (c)(5) of this rule, or cancelling and 474
573573 rescheduling such public hearing in accordance with the provisions of 475
574574 subsection (a)(5)(D) of this rule. 476
575575 (5) In the event of inclement weather on the day on which a 477
576576 committee has scheduled a public hearing: 478
577577 (A) If the State Capitol and Legislative Office Building have been 479
578578 officially closed due to inclement weather: 480
579579 (i) If the hearing has been convened prior to the official closing, the 481
580580 committee may continue the hearing or may recess the hearing in 482
581581 accordance with the provisions of subsection (c)(5) of this rule. 483
582582 (ii) If the hearing has not been convened prior to the official closing, 484
583583 the hearing shall be deemed cancelled and shall be rescheduled in 485
584584 accordance with the provisions of subsection (a)(5)(D) of this rule. 486
585585 (B) If the State Capitol and Legislative Office Building have not been 487
586586 officially closed: 488
587587 (i) If the hearing has been convened, the committee may recess the 489
588588 hearing in accordance with the provisions of subsection (c)(5) of this 490
589589 rule. 491
590590 (ii) If the hearing has not yet been convened, the chairpersons of the 492
591591 committee may cancel the hearing if, in their opinion, the seriousness of 493
592592 the weather conditions is likely to reduce substantially the attendance 494

598598 (C) If the State Capitol and Legislative Office Building have not been 496
599599 officially closed, the committee clerk shall give notice of cancellation to 497

602602 scheduled hearing and on the General Assembly web site, except if the 500
603603 hearing is being conducted on a virtual platform the committee clerk 501
604604 shall not be required to post notice of the cancellation in a conspicuous 502
605605 place in or near the committee office or at the location of the scheduled 503
606606 hearing. 504
607607 (D) The chairpersons shall reschedule a cancelled hearing on the 505
608608 earliest feasible date that is on a day specified for that committee in Rule 506
609609 5(a) or 5(b) or on any other day with the approval of the President Pro 507
610610 Tempore of the Senate, the Speaker of the House, the majority leader of 508
611611 the Senate or the majority leader of the House, provided a record is 509
612612 made of such approval. The committee clerk shall give notice of the 510
613613 rescheduled hearing to the clerk of each chamber and, when practicable, 511
614614 to the Legislative Bulletin clerk for inclusion in the next Legislative 512
615615 Bulletin and shall post notice of the rescheduled hearing in a 513
616616 conspicuous place in or near that committee office and on the General 514
617617 Assembly web site. The notice of the rescheduled hearing shall include 515
618618 the date, time, place, manner and subject matter of the rescheduled 516
619619 hearing, together with a list of the numbers and titles of each bill and 517
620620 resolution to be considered, which subject matter and list shall be 518
621621 identical to the subject matter and list in the notice of the original 519
622622 hearing. The notice of the rescheduled hearing is not subject to 520
623623 subsection (b) of this rule if the notice of the original hearing complied 521
624624 with said subsection (b). 522
625625 (6) Committees may group bills and resolutions by subject matter and 523
626626 schedule hearings so that similar bills and resolutions are heard at the 524
627627 same time. 525
628628 (b) Notice Requirements. (1) Except as otherwise provided in 526
629629 subdivision (2) of this subsection, notice of the date, time, place and 527

638638 In no event shall a bill or resolution be listed for a hearing unless copies 532
639639 of the bill or resolution have been made in accordance with section 2-23 533
640640 of the general statutes, and the original bill or resolution has been 534
641641 returned from the printer and is in the possession of the committee. 535
642642 (2) In the case of a public hearing conducted on a virtual platform, 536
643643 notice of the date, time, manner and subject matter of each such public 537
644644 hearing during periods when the General Assembly is in session, 538
645645 together with (A) a list of the numbers and titles of each bill and 539
646646 resolution to be considered, (B) the Internet web site address for 540
647647 testifying at such hearing, (C) the Internet web site address or television 541
648648 channel in which such meeting will be broadcast, and (D) information 542
649649 relating to how members of the public are to submit the names of 543
650650 persons who wish to testify at such hearing to the committee clerk, shall 544
651651 be published in the Legislative Bulletin at least five calendar days in 545
652652 advance of the hearing and posted on the General Assembly web site at 546
653653 least five calendar days in advance of the hearing. For purposes of this 547
654654 rule, a bill or resolution shall be considered in the possession of the 548
655655 committee for purposes of listing such bill or resolution for a hearing 549
656656 upon (i) referral of such bill or resolution by the President Pro Tempore 550
657657 of the Senate and the Speaker of the House to the committee, and (ii) 551
658658 posting of such bill or resolution on the General Assembly web site. 552
659659 (3) For the purpose of meeting the hearing requirements under this 553
660660 subsection, the day of publication in the Legislative Bulletin during the 554
661661 time the General Assembly is in session and the day of the hearing shall 555
662662 both be counted as full days. 556
663663 (c) Conduct of Hearings. 557
664664 (1) Convening and Procedures. A chairperson or a vice chairperson 558
665665 shall convene all hearings. If a hearing is not so convened within fifteen 559
666666 minutes following its scheduled starting time, any member of the 560
667667 committee may convene the hearing. The time of commencement of the 561 Senate Joint Resolution No.

672672 public hearing shall be designated in the published notice. The order of 562
673673 testimony of the witnesses and the length of time that each witness may 563
674674 testify shall be determined by the presiding chairperson who shall give 564
675675 due regard for the convenience of the public. Members of the public who 565
676676 wish to testify at a public hearing that is not being conducted on a virtual 566
677677 platform, (A) may place their names on a list, which shall be made 567
678678 available at a time and place to be determined by the chairpersons, and 568
679679 (B) shall either (i) place their own name on the list, if they wish to testify, 569
680680 or (ii) place the name of one other person on the list who will testify. 570
681681 Members of the public placing the name of another person on the list 571
682682 shall also place their own name on the list next to the name of the person 572
683683 who will testify. The placement of another person's name on the list by 573
684684 a person who receives a fee solely for that service shall be ineffective and 574
685685 the person so named shall not be permitted to testify. 575
686686 In the case of a public hearing conducted on a virtual platform, 576
687687 members of the public may submit the names of persons who wish to 577
688688 testify at such public hearing to the committee clerk, in a manner 578
689689 prescribed by the chairpersons of the committee and indicated in the 579
690690 notice for such public hearing, and such names shall be included in a 580
691691 lottery that will determine the order of testimony of witnesses during 581
692692 the public portion of the hearing. 582
693693 (2) Testimony by Public Officials. A committee may permit 583
694694 legislators who are not members of the committee, representatives of 584
695695 state agencies and municipal chief elected officials testifying in their 585
696696 official capacity to testify during but not beyond the first hour of a public 586
697697 hearing. The public portion of the hearing shall be uninterrupted by 587
698698 testimony from a legislator, a representative of a state agency or a 588
699699 municipal chief elected official. If any legislators, representatives of state 589
700700 agencies or municipal chief elected officials are unable to testify during 590
701701 the first hour, they may testify at the end of the hearing after all 591
702702 members of the public wishing to testify have been heard. 592
703703 (3) Written Testimony. Legislators, representatives of state agencies, 593
704704 municipal chief elected officials and members of the public may submit 594 Senate Joint Resolution No.

710710 matter in person, by mail or facsimile transmission, or electronically at 596
711711 any time, except no such written testimony may be submitted in person 597

713713 officially closed to the public. Any such written testimony may be 599
714714 included by the committee in the transcript of the hearing. If the written 600
715715 testimony is not included in the transcript, it shall be attached to the 601
716716 transcript. Committee chairpersons should encourage a witness to 602
717717 submit a written statement and confine oral testimony to a summary of 603
718718 that statement, but the full written statement shall be included in or 604
719719 attached to the transcript of the hearing. 605
720720 (4) Notifying Other Committees. Each bill or resolution referred by 606
721721 one committee to another with a favorable report shall be accompanied 607
722722 by a notation of the date or dates on which public hearings were held 608
723723 by the first committee. The chairpersons of any committee other than 609
724724 Appropriations or Finance, Revenue and Bonding to which any bill or 610
725725 resolution calling for an appropriation or a bond issue is referred shall 611
726726 notify the chairpersons of the committee on Appropriations or Finance, 612
727727 Revenue and Bonding of the date, time and place of the hearing thereon. 613
728728 (5) Recessing. The committee may recess any public hearing to a date, 614
729729 time, place and manner specified at the time of the recess, which shall 615
730730 be on a day specified for that committee in Rule 5(a) or 5(b) or on any 616
731731 other day with the approval of the President Pro Tempore of the Senate, 617
732732 the Speaker of the House, the majority leader of the Senate or the 618
733733 majority leader of the House, provided a record is made of such 619
734734 approval. The committee clerk shall give notice of any hearing recessed 620
735735 to another date to the clerk of each chamber and, when practicable, to 621
736736 the Legislative Bulletin clerk for inclusion in the next Legislative Bulletin 622
737737 that is posted on the General Assembly web site, and shall post notice 623
738738 of the recessed hearing in a conspicuous place in or near that committee 624

752752 (3) "Committee bill" means a bill drafted in formal statutory language 634

780780 (b) Numbering. Senate bills shall be numbered from 1 to 5000, House 658
781781 bills shall be numbered from 5001 to 9999 and resolutions shall be 659

783783 (c) Preparation and Alteration. Each proposed bill, proposed 661
784784 resolution, committee bill, raised bill, committee resolution, raised 662
785785 resolution, emergency certified bill and Governor's bill shall be 663
786786 prepared by the Legislative Commissioners' Office. No such bill or 664
787787 resolution shall be altered after such bill or resolution has been filed, 665
788788 except by the legislative commissioners, in accordance with the 666
789789 provisions of Rule 13. 667
790790 (d) Form and Format. (1) Each proposed bill, proposed resolution, 668
791791 committee bill, committee resolution, raised bill, raised resolution, 669
792792 emergency certified bill and Governor's bill shall be printed without 670
793793 interlineation or erasure. All such bills and resolutions shall be printed 671
794794 on white-colored and yellow-colored paper and filed with the clerk of 672
795795 the chamber of the introducer in the form required by these rules. Each 673
796796 copy of such bill or resolution shall include the number of such bill or 674
797797 resolution, the session of introduction, the introducer or introducers of 675
798798 such bill or resolution, and, if applicable, the committee to which it was 676
799799 referred. In the case of a committee bill or committee resolution, each 677
800800 copy of such committee bill or committee resolution shall also include 678
801801 the names of any co-sponsors. 679
802802 (2) Each committee bill, raised bill, emergency certified bill or 680
803803 Governor's bill amending a statute or special act shall set forth in full the 681
804804 section or subsection of the statute or the special act to be amended. Text 682

806806 overstricken so that the deleted or repealed text remains readable, and 684

817817 statement of its purpose in not more than one hundred fifty words, to 691
818818 be printed under the caption "STATEMENT OF PURPOSE". The 692
819819 statement of purpose shall not be a part of such bill or resolution for 693
820820 consideration and enactment into law. 694
821821 (f) Sponsors. (1) Any member of the General Assembly may co-695
822822 sponsor (A) a proposed bill or proposed resolution by requesting the 696
823823 Legislative Commissioners' Office, in writing, to add such member's 697
824824 name to such proposed bill or proposed resolution in its possession, or 698
825825 (B) a proposed bill, proposed resolution, committee bill, committee 699
826826 resolution, raised bill, raised resolution, emergency certified bill or 700
827827 Governor's bill by requesting the clerk of the chamber in which such bill 701
828828 or resolution has been filed, in writing, to add such member's name as a 702
829829 co-sponsor of such bill or resolution, provided such request is made not 703
830830 later than the date of the signing of such bill, or the deadline for the 704
831831 signing of such bill, by the Governor, whichever is earlier, or the date of 705
832832 the adoption of such resolution. 706
833833 (2) A member of the General Assembly may request the clerk of the 707
834834 chamber in which a proposed bill, proposed resolution, committee bill, 708
835835 committee resolution, raised bill, raised resolution, emergency certified 709
836836 bill or Governor's bill was filed, in writing, to remove such member's 710
837837 name as an introducer or a co-sponsor of such bill or resolution, 711
838838 provided such request is made not later than the time specified in 712
839839 subsection (f)(1)(B) of this rule. The clerk shall notify the Legislative 713
840840 Commissioners' Office of such removal and the member's name shall be 714

871871 of the general statutes, for use by the General Assembly and the public 741

891891 PROPOSED BILLS AND PROPOSED RESOLUTIONS 757
892892 8. (a) Introduction by Members. Deadline. Members of the General 758
893893 Assembly may introduce proposed bills or proposed resolutions for 759
894894 consideration by the joint standing committees and the Legislative 760
895895 Management committee. The deadline for members of the General 761
896896 Assembly to submit a request to the Legislative Commissioners' Office 762
897897 to draft a proposed bill or proposed resolution shall be January 22, 2021, 763
898898 for the 2021 session and on February 10, 2022, for the 2022 session, in 764
899899 each session at 5:00 p.m. or at an hour the presiding officer of each 765
900900 chamber designates. The chamber of origin for a proposed bill or 766
901901 proposed resolution shall be the chamber of the first introducer of such 767
902902 proposed bill or proposed resolution. 768
903903 (b) Preparation. At the request of any member of the General 769
904904 Assembly, the Legislative Commissioners' Office shall prepare a 770
905905 proposed bill or proposed resolution and return the proposed bill or 771
906906 proposed resolution to the member who submitted the request or file 772
907907 the proposed bill or proposed resolution with the clerk of the 773
908908 appropriate chamber not later than ten days after the receipt of the 774
909909 request, unless the President Pro Tempore of the Senate and the Speaker 775
910910 of the House consent, in writing, to a request by a legislative 776
911911 commissioner for an extension of time. 777
912912 (c) Suggested Committee Referral. The Legislative Commissioners' 778
913913 Office shall make a notation as to the suggested committee reference for 779
914914 each proposed bill and proposed resolution based on its subject matter. 780
915915 The clerk of the appropriate chamber shall, on introduction of each such 781
916916 proposed bill or proposed resolution, make a tentative reference for the 782
917917 President Pro Tempore of the Senate or the Speaker of the House. 783
918918 (d) Receipt by Clerk; Initial Reference to Committee. The clerk of the 784
919919 Senate or House shall receive each proposed bill and proposed 785
920920 resolution and shall cause copies to be prepared in accordance with 786 Senate Joint Resolution No.

926926 preparedness emergency related to COVID-19 by the Governor, no 788

929929 resolution. After copies of the proposed bill or proposed resolution have 791
930930 been made, the proposed bill or proposed resolution shall receive its 792
931931 first reading as set forth in Rule 16. The President Pro Tempore of the 793
932932 Senate or the Speaker of the House shall refer the proposed bill or 794
933933 proposed resolution to the appropriate joint standing committee or the 795
934934 Legislative Management committee and then send such proposed bill 796
935935 or proposed resolution to the other chamber for concurring reference. 797
936936 The original of the proposed bill or proposed resolution shall be 798
937937 delivered forthwith to the clerk of the appropriate committee. 799
938938 During a declaration of a public health or civil preparedness 800

974974 (D) assigned a number in accordance with the provisions of subdivision 832

976976 During a declaration of a public health or civil preparedness 834
977977 emergency related to COVID-19 by the Governor, or at any other time 835
978978 deemed necessary by the President Pro Tempore of the Senate and the 836
979979 Speaker of the House for public health concerns related to COVID-19, a 837

981981 possession of the committee upon (i) referral of such committee bill or 839
982982 committee resolution by the President Pro Tempore of the Senate and 840
983983 the Speaker of the House to the committee after such committee bill or 841
984984 committee resolution has been filed and assigned a number under this 842
985985 subdivision, and (ii) posting of such bill or resolution on the General 843

10421042 resolution, committee bill or committee resolution. When a committee 868

10871087 (2) Deadline. Exceptions. (A) Except as otherwise provided in 909
10881088 subparagraph (B) of this subdivision, the deadline for committees to 910
10891089 vote to have the Legislative Commissioners' Office prepare raised bills 911
10901090 and raised resolutions shall be, (i) in 2021, (I) 5:00 p.m. on February 17 912
10911091 for the committees in Group A, and (II) 5:00 p.m. on February 16 for the 913
10921092 committees in Group B and the Legislative Management committee, and 914
10931093 (ii) in 2022, (I) 5:00 p.m. on February 25 for the committees in Group A, 915
10941094 and (II) 5:00 p.m. on February 24 for the committees in Group B and the 916

10961096 (B) The following may be raised at any time: (i) Bills or resolutions to 918
10971097 provide for the current expenses of government, (ii) emergency certified 919
10981098 bills or resolutions the President Pro Tempore of the Senate and the 920
10991099 Speaker of the House certify in writing to be, in their opinion, of an 921
11001100 emergency nature, (iii) bills or resolutions the Governor requests in a 922
11011101 special message addressed to the General Assembly, which message 923
11021102 sets forth the emergency or necessity requiring such bills or resolutions, 924

11191119 each bill is supplied by the Governor to the legislative leaders of both 937
11201120 parties. Each bill accompanying the Governor's budget or other message 938
11211121 shall be identified as a Governor's bill, filed with the clerk of the 939
11221122 appropriate chamber, and assigned a number by such clerk. 940
11231123 (2) Suggested Committee Referral; Receipt by Clerk; Initial Reference 941
11241124 to Committee. The Legislative Commissioners' Office shall make a 942
11251125 notation as to the suggested committee reference for each Governor's 943
11261126 bill based on its subject matter. The clerk of the appropriate chamber 944

11581158 10. A bill or resolution redrafted with a favorable report by a 972
11591159 committee shall be reported as a substitute bill or resolution. 973
11601160 Any substitute bill or resolution reported favorably shall be printed 974
11611161 on white-colored and yellow-colored paper and filed with the clerk of 975
11621162 the chamber where the bill or resolution originated. The yellow-colored 976
11631163 copy shall be certified by the clerk and shall be kept at all times in the 977
11641164 clerk's office. If the original bill or resolution cannot be located, a copy 978
11651165 of the certified copy shall be made by the clerk and used in lieu of the 979
11661166 original. The clerk shall make a notation on the certified copy of all 980

11681168 PETITION FOR PREPARATION OF BILLS OR RESOLUTIONS 982

12281228 (b) Examination and Correction. The legislative commissioners shall 1034
12291229 examine the bill or resolution and make any correction therein as may 1035
12301230 be necessary for the purpose of avoiding repetition and unconstitutional 1036
12311231 provisions, and of ensuring accuracy in the text and references, 1037
12321232 clearness and conciseness in the phraseology and consistency with 1038
12331233 existing statutes. Whenever the legislative commissioners make any 1039
12341234 changes in a bill or resolution, other than corrections of spelling, 1040
12351235 grammar, punctuation or typographical errors the correction of which 1041
12361236 in no way alters the meaning, they shall prepare a statement which 1042
12371237 describes each change, where it was made and explicitly why they made 1043
12381238 the change. This statement shall be entered into the legislative database 1044
12391239 and printed with the file copy of the bill or resolution and shall bear the 1045
12401240 same file number as the bill or resolution. 1046
12411241 (c) Deadline. Unless the President Pro Tempore and the Speaker 1047
12421242 consent, in writing, to a request by a legislative commissioner for an 1048
12431243 extension of time, the Legislative Commissioners' Office shall complete 1049
12441244 its examination of the bill or resolution within ten calendar days, 1050
12451245 excluding holidays, after its receipt, except the Legislative 1051
12461246 Commissioners' Office shall complete its examination of a conveyance 1052
12471247 bill within five calendar days, excluding holidays, after its receipt. If the 1053
12481248 bill or resolution is approved by a commissioner, the commissioner shall 1054

12581258 the Office of Legislative Research for an extension of time, a legislative 1060
12591259 commissioner shall transmit the bill or resolution with his or her 1061
12601260 approval to the clerk of the chamber in which it originated within five 1062
12611261 calendar days, excluding holidays, after such notice. 1063
12621262 (d) Bills or Resolutions Returned to Committee. If the commissioner 1064
12631263 finds upon completion of the examination of a bill or resolution that the 1065
12641264 bill or resolution is unconstitutional or is already law, the commissioner 1066
12651265 shall return the bill or resolution to the committee and shall notify the 1067
12661266 Office of Fiscal Analysis and the Office of Legislative Research of its 1068
12671267 return. Whenever a bill or resolution has been so returned to the 1069
12681268 committee, it may nevertheless be reported favorably by the committee 1070
12691269 and be returned to the Legislative Commissioners' Office for completion 1071
12701270 of the procedures prescribed above, notwithstanding the provisions of 1072
12711271 Rule 15. If a bill or resolution is returned after the committee's reporting 1073
12721272 out date designated in the schedule shown in Rule 15, the committee 1074
12731273 shall take such action before the start of the session on the third regular 1075
12741274 session day of the chamber making the referral after the bill or resolution 1076
12751275 is returned by the Legislative Commissioners' Office. The clerk shall 1077

13861386 information, summarization and explanation and do not represent the 1149
13871387 intent of the General Assembly or either chamber thereof for any 1150
13881388 purpose." When an amendment is offered to a bill or resolution in the 1151
13891389 House or the Senate, which, if adopted, would require the expenditure 1152
13901390 of state or municipal funds or affect state or municipal revenue, a fiscal 1153
13911391 note shall be available at the time the amendment is offered. Any fiscal 1154
13921392 note prepared for such an amendment shall be construed in accordance 1155
13931393 with the provisions of this rule and shall bear the disclaimer required 1156
13941394 under this rule. Each fiscal note prepared under this subdivision shall 1157
13951395 include a brief statement of the sources of information, in addition to the 1158
13961396 general knowledge of the fiscal analyst, consulted or relied on to 1159

15231523 executive and legislative nominations are referred shall be tabled for the 1270

15271527 (c) File Copies Available to Members. All bills and all resolutions 1274

15401540 session day next succeeding, except that: (1) A bill or resolution certified 1287
15411541 in accordance with section 2-26 of the general statutes, if filed in the 1288
15421542 House, may be transmitted to and acted upon first by the Senate with 1289
15431543 the consent of the Speaker; and if filed in the Senate, may be transmitted 1290

18731873 COLLECTIVE BARGAINING AGREEMENTS 1584
18741874 31. When a collective bargaining agreement, negotiated under the 1585 Senate Joint Resolution No.

18791879 provisions of chapter 68 of the general statutes, or a supplemental 1586
18801880 understanding reached between the parties to such agreement, or an 1587
18811881 arbitration award resulting from an arbitration proceeding under that 1588
18821882 chapter, is submitted to the General Assembly for approval as provided 1589
18831883 in section 5-278 of the general statutes, the following procedures shall 1590
18841884 apply: 1591
18851885 (1) In the case of a collective bargaining agreement or supplemental 1592
18861886 understanding, the bargaining representative of the employer shall file 1593
18871887 one executed original and five photocopies of the agreement, or of the 1594
18881888 master agreement and individual working agreements or the 1595
18891889 supplemental understanding, to the clerk of the House, and one 1596
18901890 executed original and five photocopies to the clerk of the Senate. In the 1597
18911891 case of an arbitration award, the bargaining representative of the 1598
18921892 employer shall file five photocopies of the original arbitration award, 1599
18931893 showing that the original award was signed by the arbitrator, and a 1600
18941894 statement setting forth the amount of funds necessary to implement the 1601
18951895 award, to the clerk of the House and to the clerk of the Senate. The 1602
18961896 bargaining representative of the employer shall file with such 1603
18971897 agreement, supplemental understanding or award: (A) A list of the 1604
18981898 sections of the general statutes or state agency regulations, if any, 1605
18991899 proposed to be superseded, and (B) the effective date and expiration 1606
19001900 date of the agreement, supplemental understanding or award. An 1607
19011901 agreement shall be deemed executed only when it has been approved, 1608
19021902 in the case of an executive branch employer, including the division of 1609
19031903 criminal justice, by the Governor's designee, in the case of a judicial 1610
19041904 branch employer, by the chief administrative officer or such officer's 1611
19051905 designee, and in the case of a segment of the system of higher education, 1612
19061906 the chairperson of the appropriate board of trustees, and by the 1613
19071907 executive committee or officers of the respective bargaining unit or units 1614
19081908 and has been ratified by the membership of such bargaining unit or 1615
19091909 units. 1616
19101910 During a declaration of a public health or civil preparedness 1617
19111911 emergency related to COVID-19 by the Governor, or at any other time 1618
19121912 deemed necessary by the President Pro Tempore of the Senate and the 1619 Senate Joint Resolution No.

19181918 the bargaining representative of the employer shall submit an electronic 1621

19211921 bargaining representative files such agreement, supplemental 1624
19221922 understanding or award under this subdivision. 1625
19231923 (2) (A) During periods when the General Assembly is in session, the 1626
19241924 agreement or supplemental understanding or the award shall be filed 1627
19251925 with the clerks, and the clerks shall stamp such agreement or 1628
19261926 supplemental understanding or award with the date of receipt and, 1629
19271927 within two calendar days thereafter, Saturdays, Sundays and holidays 1630
19281928 excepted, the Speaker of the House and the President Pro Tempore of 1631
19291929 the Senate shall cause separate House and Senate resolutions to be 1632
19301930 prepared proposing approval of the agreement or supplemental 1633
19311931 understanding or, in the case of an award, separate House and Senate 1634
19321932 resolutions concerning the sufficiency of funds for implementation of 1635
19331933 the award. The agreement or supplemental understanding or the award 1636
19341934 shall be submitted to the General Assembly on the date that both such 1637
19351935 resolutions are filed with the clerks. Each resolution shall be given a first 1638
19361936 reading in the appropriate chamber. Resolutions proposing approval of 1639
19371937 a collective bargaining agreement or a supplemental understanding, 1640
19381938 together with a copy of the agreement or supplemental understanding, 1641
19391939 and resolutions concerning the sufficiency of funds for implementation 1642
19401940 of an arbitration award, together with a copy of the award, shall be 1643
19411941 referred to the committee on Appropriations. During a declaration of a 1644
19421942 public health or civil preparedness emergency related to COVID-19 by 1645
19431943 the Governor, or at any other time deemed necessary by the President 1646
19441944 Pro Tempore of the Senate and the Speaker of the House for public 1647
19451945 health concerns related to COVID-19, any such resolution shall be 1648
19461946 considered in the possession of the committee on Appropriations upon 1649
19471947 referral of such resolution. With respect to each resolution referred to 1650
19481948 the committee on or before the deadline of the committee to report 1651
19491949 favorably on a bill or resolution as designated in the schedule shown in 1652
19501950 Rule 15, the committee shall hold a public hearing on each such 1653
19511951 resolution, and within fifteen days after the referral, shall report the 1654 Senate Joint Resolution No.

19651965 (B) If an agreement or supplemental understanding is reached or an 1664
19661966 arbitration award is made during the interim between sessions, the 1665
19671967 provisions of subsection (b) of section 5-278 of the general statutes, as 1666
19681968 amended, shall apply. 1667
19691969 (3) Each resolution, favorably or unfavorably reported, shall be read 1668
19701970 in, and tabled for the calendar and printing, in the appropriate chamber. 1669
19711971 Copies of the master agreement and individual working agreements, 1670
19721972 identified by the resolution numbers, copies of the salary schedules and 1671
19731973 appendices, and copies of the arbitration awards, identified by the 1672
19741974 resolution numbers, and the statements setting forth the amount of 1673
19751975 funds necessary to implement the awards, shall be made available in the 1674
19761976 clerks' offices. 1675
19771977 (4) The Office of Fiscal Analysis shall prepare an analysis of each 1676
19781978 agreement, supplemental understanding and award and a fiscal note 1677
19791979 both of which shall be upon the desks of the members, but not 1678
19801980 necessarily printed in the files, before the resolution is acted upon. 1679
19811981 (5) (A) The respective resolutions shall be in the files and on the 1680
19821982 calendar with a file number for two session days and shall be starred for 1681
19831983 action on the session day next succeeding unless it has been certified in 1682
19841984 accordance with section 2-26 of the general statutes. The House and the 1683
19851985 Senate shall vote to approve or reject each resolution proposing 1684
19861986 approval of a collective bargaining agreement or a supplemental 1685
19871987 understanding and each resolution concerning the sufficiency of funds 1686
19881988 for implementation of an arbitration award within thirty days after the 1687 Senate Joint Resolution No.

19991999 resolution shall be allocated not more than three hours of total time for 1694

20022002 (C) Notwithstanding the provisions of subparagraph (B) of this 1697
20032003 subdivision, if the debate on such resolution occurs during the last three 1698

20062006 resolution. Those speaking in favor of such resolution shall be allocated 1701
20072007 not more than two hours of total time for debate and those speaking in 1702

20112011 (6) Notwithstanding the provisions of Rule 15, when a resolution 1706

20452045 (B) If an arbitration award, other than an award issued pursuant to 1736
20462046 section 5-278(b)(2)(A) of the general statutes, is rejected, the matter shall 1737
20472047 be returned to the parties in accordance with section 5-278(b)(2)(B) of 1738

22362236 President Pro Tempore of the Senate shall select the chairpersons of the 1907
