2019 AN ACT CONCERNING THE MULTIPLICITY OF AFFECTING
2120 FACILITIES IN CERTAIN CENSUS BLOCK GROUPS IN THE STATE.
2221 Be it enacted by the Senate and House of Representatives in General

2524 Section 1. (Effective from passage) The Commissioner of Energy and 1
2625 Environmental Protection shall consult with the Connecticut Equity and 2
2726 Environmental Justice Council and not later than January 1, 2023, 3
2827 submit a report, in accordance with the provisions of section 11-4a of the 4
2928 general statutes, to the joint standing committee of the General 5
3029 Assembly having cognizance of matters relating to the environment. 6
3130 Such report shall include recommendations for revisions to section 22a-7
3231 20a of the general statutes to prevent the further multiplicity of affecting 8
3332 facilities, as defined in said section, in: (1) Census block groups for 9
3433 which thirty per cent or more of the population consists of low income 10
3534 persons who are not institutionalized and have an income below two 11
3635 hundred per cent of the federal poverty level, and (2) distressed 12
3736 municipalities, as defined in subsection (b) of section 32-9p of the 13
