AN ACT CONCERNING ENGINEERING, MAINTAINER AND OPEN 
POSITIONS AT THE DEPARTMENT OF TRANSPORTATION. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2022) (a) The Commissioner of 
Administrative Services shall recruit interns for the summer worker 
professional engineer job classification for the Department of 
Transportation when requested by the Commissioner of Transportation. 
The commissioners shall promote any such recruitment at public and 
independent institutions of higher education. 
(b) On and after July 1, 2023, and annually thereafter, the 
Commissioner of Administrative Services shall increase the rate of 
compensation for the summer worker professional engineer job 
classification by the percentage increase, if any, in the national consumer 
price index for urban wage earners and clerical workers for the previous 
twelve-month period. 
Sec. 2. (NEW) (Effective July 1, 2022) On and after July 1, 2022, and 
until June 30, 2025, (1) the Commissioner of Administrative Services 
shall engage in the ongoing successive recruitment of entry-level 
engineering positions, entry-level transportation maintainer one 
positions and transportation maintainer two positions on behalf of the  Substitute Senate Bill No. 215

Department of Transportation, (2) the Commissioner of Transportation 
shall establish the duration of the application period for each such 
recruitment, and (3) not later than one hundred twenty days after a 
candidate submits an application for any such position, the 
Commissioner of Transportation shall either make an offer of 
employment to such candidate or reject the application of such 
candidate. 
Sec. 3. (NEW) (Effective July 1, 2022) Notwithstanding the provisions 
of chapter 67 of the general statutes, the Commissioner of 
Transportation may consider an application for employment submitted 
by a candidate for a position at the Department of Transportation for 
another open position at the department without requiring such 
candidate to submit an application for such other position, provided 
such candidate meets the minimum qualifications of experience and 
training for such other position.
