9-AN ACT CONCERNING ENGINEERING, MAINTAINER AND OPEN

1116 Be it enacted by the Senate and House of Representatives in General

14-Section 1. (NEW) (Effective July 1, 2022) (a) The Commissioner of
15-Administrative Services shall recruit interns for the summer worker
16-professional engineer job classification for the Department of
17-Transportation when requested by the Commissioner of Transportation.
18-The commissioners shall promote any such recruitment at public and
19-independent institutions of higher education.
20-(b) On and after July 1, 2023, and annually thereafter, the
21-Commissioner of Administrative Services shall increase the rate of
22-compensation for the summer worker professional engineer job
23-classification by the percentage increase, if any, in the national consumer
24-price index for urban wage earners and clerical workers for the previous
25-twelve-month period.
26-Sec. 2. (NEW) (Effective July 1, 2022) On and after July 1, 2022, and
27-until June 30, 2025, (1) the Commissioner of Administrative Services
28-shall engage in the ongoing successive recruitment of entry-level
29-engineering positions, entry-level transportation maintainer one
30-positions and transportation maintainer two positions on behalf of the Substitute Senate Bill No. 215
19+Section 1. (NEW) (Effective July 1, 2022) (a) The Commissioner of 1
20+Administrative Services, in consultation with the Commissioner of 2
21+Transportation, shall, within available resources, recruit interns for the 3
22+state's engineer intern job classification, as needed, for selection and 4
23+appointment by the Department of Transportation. The Commissioners 5
24+of Administrative Services and Transportation shall, within available 6
25+resources, promote such recruitment at public and independent 7
26+institutions of higher education. 8
27+(b) On and after July 1, 2023, and annually thereafter, the 9
28+Commissioner of Administrative Services shall, within available 10
29+resources, increase the rate of compensation for the state's engineer 11
30+intern job classification by the percentage increase, if any, in the national 12
31+consumer price index for urban wage earners and clerical workers for 13
32+the previous twelve-month period. 14
33+Sec. 2. (NEW) (Effective July 1, 2022) On and after July 1, 2022, and 15
34+until June 30, 2025, (1) the Commissioner of Administrative Services 16
35+shall, within available resources, place entry-level engineering and 17
36+maintainer positions and level two maintainer positions at the 18 Substitute Bill No. 215

34-Department of Transportation, (2) the Commissioner of Transportation
35-shall establish the duration of the application period for each such
36-recruitment, and (3) not later than one hundred twenty days after a
37-candidate submits an application for any such position, the
38-Commissioner of Transportation shall either make an offer of
39-employment to such candidate or reject the application of such
40-candidate.
41-Sec. 3. (NEW) (Effective July 1, 2022) Notwithstanding the provisions
42-of chapter 67 of the general statutes, the Commissioner of
43-Transportation may consider an application for employment submitted
44-by a candidate for a position at the Department of Transportation for
45-another open position at the department without requiring such
46-candidate to submit an application for such other position, provided
47-such candidate meets the minimum qualifications of experience and
48-training for such other position.

43+Department of Transportation on continuous recruitment, and (2) not 19
44+later than sixty days after a candidate submits an application for such 20
45+entry-level engineering or maintainer position or level two maintainer 21
46+position, the Commissioner of Transportation shall either make an offer 22
47+of employment to such candidate or reject the application of such 23
48+candidate. 24
