21	21	AN ACT EXEMPTING VETERANS FROM THE PASSPORT TO THE
22	22	PARKS MOTOR VEHICLE REGISTRATION PROGRAM FEE.
23	23	Be it enacted by the Senate and House of Representatives in General
24	24	Assembly convened:

26	26	Section 1. Section 14-49b of the general statutes is repealed and the 1
27	27	following is substituted in lieu thereof (Effective July 1, 2022): 2
28	28	(a) For each new registration or renewal of registration of any motor 3
29	29	vehicle with the Commissioner of Motor Vehicles pursuant to this 4
30	30	chapter, the person registering such vehicle shall pay to the 5
31	31	commissioner a fee of fifteen dollars for registration for a triennial 6
32	32	period, ten dollars for registration for a biennial period and five dollars 7
33	33	for registration for an annual period, except that any individual who is 8
34	34	sixty-five years of age or older on or after January 1, 1994, may, at the 9
35	35	discretion of such individual, pay the fee for a one-year period if such 10
36	36	individual obtains a one-year registration under subsection (a) of 11
37	37	section 14-49. The provisions of this subsection shall not apply to any 12
38	38	motor vehicle that is not self-propelled, that is electrically powered, or 13
39	39	that is exempted from payment of a registration fee. This fee may be 14
40	40	identified as the "federal Clean Air Act fee" on any registration form 15

43	43	provided by the commissioner. Payments collected pursuant to the 16
44	44	provisions of this section shall be deposited as follows: (1) Fifty-seven 17
45	45	and one-half per cent of such payments collected shall be deposited into 18
46	46	the Special Transportation Fund established pursuant to section 13b-68, 19
47	47	and (2) forty-two and one-half per cent of such payments collected shall 20
48	48	be deposited into the General Fund. The fee required by this subsection 21
49	49	is in addition to any other fees prescribed by any other provision of this 22
50	50	title for the registration of a motor vehicle. No part of the federal Clean 23
51	51	Air Act fee shall be subject to a refund under subsection (z) of section 24
52	52	14-49. 25
53	53	(b) For each new registration or renewal of registration of any motor 26
54	54	vehicle with the Commissioner of Motor Vehicles pursuant to this 27
55	55	chapter, the person registering such vehicle shall pay to the 28
56	56	commissioner a fee of fifteen dollars for registration for a triennial 29
57	57	period or ten dollars for registration for a biennial period for the 30
58	58	following registration types: Passenger, motorcycle, motor home, 31
59	59	combination or antique; [. Any] except that (1) any person who is sixty-32
60	60	five years or older and who obtains a one-year registration renewal 33
61	61	under section 14-49 for such registration type shall pay five dollars for 34
62	62	the annual registration period, and (2) any person who is a veteran, as 35
63	63	defined in section 27-103, and who presents documentation, satisfactory 36
64	64	to the commissioner or the commissioner's authorized representative, 37
65	65	indicating such person's status as a veteran shall be exempt from 38
66	66	payment of the fee. The provisions of this subsection shall not apply to 39
67	67	any motor vehicle that is not self-propelled or that is exempted from 40
68	68	payment of a registration fee. This fee shall be identified as the "Passport 41
69	69	to the Parks Fee" on any registration form provided by the 42
70	70	commissioner. Payments collected pursuant to the provisions of this 43
71	71	subsection shall be deposited in the Passport to the Parks account 44
72	72	established pursuant to section 23-15h. The fee required by this 45
73	73	subsection is in addition to any other fees prescribed by any other 46
74	74	provision of this title for the registration of a motor vehicle. No part of 47
75	75	the "Passport to the Parks Fee" shall be subject to a refund under 48
76	76	subsection (z) of section 14-49. 49
