LCO No. 2358 1 of 3 General Assembly Raised Bill No. 336 February Session, 2022 LCO No. 2358 Referred to Committee on VETERANS' AFFAIRS Introduced by: (VA) AN ACT EXEMPTING VETERANS FROM THE PASSPORT TO THE PARKS MOTOR VEHICLE REGISTRATION PROGRAM FEE. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 14-49b of the general statutes is repealed and the 1 following is substituted in lieu thereof (Effective July 1, 2022): 2 (a) For each new registration or renewal of registration of any motor 3 vehicle with the Commissioner of Motor Vehicles pursuant to this 4 chapter, the person registering such vehicle shall pay to the 5 commissioner a fee of fifteen dollars for registration for a triennial 6 period, ten dollars for registration for a biennial period and five dollars 7 for registration for an annual period, except that any individual who is 8 sixty-five years of age or older on or after January 1, 1994, may, at the 9 discretion of such individual, pay the fee for a one-year period if such 10 individual obtains a one-year registration under subsection (a) of 11 section 14-49. The provisions of this subsection shall not apply to any 12 motor vehicle that is not self-propelled, that is electrically powered, or 13 that is exempted from payment of a registration fee. This fee may be 14 identified as the "federal Clean Air Act fee" on any registration form 15 LCO No. 2358 2 of 3 provided by the commissioner. Payments collected pursuant to the 16 provisions of this section shall be deposited as follows: (1) Fifty-seven 17 and one-half per cent of such payments collected shall be deposited into 18 the Special Transportation Fund established pursuant to section 13b-68, 19 and (2) forty-two and one-half per cent of such payments collected shall 20 be deposited into the General Fund. The fee required by this subsection 21 is in addition to any other fees prescribed by any other provision of this 22 title for the registration of a motor vehicle. No part of the federal Clean 23 Air Act fee shall be subject to a refund under subsection (z) of section 24 14-49. 25 (b) For each new registration or renewal of registration of any motor 26 vehicle with the Commissioner of Motor Vehicles pursuant to this 27 chapter, the person registering such vehicle shall pay to the 28 commissioner a fee of fifteen dollars for registration for a triennial 29 period or ten dollars for registration for a biennial period for the 30 following registration types: Passenger, motorcycle, motor home, 31 combination or antique; [. Any] except that (1) any person who is sixty-32 five years or older and who obtains a one-year registration renewal 33 under section 14-49 for such registration type shall pay five dollars for 34 the annual registration period, and (2) any person who is a veteran, as 35 defined in section 27-103, and who presents documentation, satisfactory 36 to the commissioner or the commissioner's authorized representative, 37 indicating such person's status as a veteran shall be exempt from 38 payment of the fee. The provisions of this subsection shall not apply to 39 any motor vehicle that is not self-propelled or that is exempted from 40 payment of a registration fee. This fee shall be identified as the "Passport 41 to the Parks Fee" on any registration form provided by the 42 commissioner. Payments collected pursuant to the provisions of this 43 subsection shall be deposited in the Passport to the Parks account 44 established pursuant to section 23-15h. The fee required by this 45 subsection is in addition to any other fees prescribed by any other 46 provision of this title for the registration of a motor vehicle. No part of 47 the "Passport to the Parks Fee" shall be subject to a refund under 48 subsection (z) of section 14-49. 49 LCO No. 2358 3 of 3 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2022 14-49b Statement of Purpose: To exempt veterans from payment of the motor vehicle registration fee associated with the Passport to the Parks program.
