| 25 | 25 | | Section 1. Section 27-19b of the general statutes is repealed and the 1 |

| 26 | 26 | | following is substituted in lieu thereof (Effective July 1, 2022): 2 |

| 27 | 27 | | There is established an account to be known as the ["Army National 3 |

| 28 | 28 | | Guard] "Military Department state morale, welfare and recreation 4 |

| 29 | 29 | | account" which shall be a separate, nonlapsing account within the 5 |

| 30 | 30 | | General Fund. The account shall contain any moneys required by law to 6 |

| 31 | 31 | | be deposited in the account, which shall include, but not be limited to, 7 |
|---|
| 32 | 32 | | proceeds of state military morale, welfare and recreation programs and 8 |
|---|
| 33 | 33 | | gifts, grants and donations from public or private sources. Moneys in 9 |

| 34 | 34 | | the account shall be expended by the Adjutant General for the purposes 10 |

| 35 | 35 | | of operating state military morale, welfare and recreation programs. Not 11 |

| 36 | 36 | | later than August 1, 2022, and annually thereafter, the Adjutant General 12 |

| 37 | 37 | | shall submit a report to the Secretary of the Office of Policy and 13 |
