AN ACT CONCERNING MONEYS FOR STATE MILITARY MORALE, 
WELFARE AND RECREATION PROGRAMS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 27-19b of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective July 1, 2022): 2 
There is established an account to be known as the ["Army National 3 
Guard] "Military Department state morale, welfare and recreation 4 
account" which shall be a separate, nonlapsing account within the 5 
General Fund. The account shall contain any moneys required by law to 6 
be deposited in the account, which shall include, but not be limited to, 7 
proceeds of state military morale, welfare and recreation programs and 8 
gifts, grants and donations from public or private sources. Moneys in 9 
the account shall be expended by the Adjutant General for the purposes 10 
of operating state military morale, welfare and recreation programs. Not 11 
later than August 1, 2022, and annually thereafter, the Adjutant General 12 
shall submit a report to the Secretary of the Office of Policy and 13 
Management concerning deposits into and expenditures from the 14 
account for the previous fiscal year. 15  Raised Bill No.  348

This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2022 27-19b 
 
Statement of Purpose:   
To rename the Army National Guard state military, welfare and 
recreation account and specify additional moneys that may be deposited 
into the account.
