AN ACT ESTABLISHING A REMOVABLE WINDSHIELD PLACARD
ADVISORY COUNCIL.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That chapter 246 of the general statutes be amended to establish a 1
Removable Placard Advisory Council within the Department of Motor 2
Vehicles for administrative purposes only to (1) review the laws in other 3
states concerning the issuance and use of removable windshield 4
placards for persons who are blind and persons with disabilities, (2) 5
recommend best practices to the Commissioner of Motor Vehicles for 6
clear and concise policies and regulations regarding the issuance and 7
use of removable windshield placards pursuant to section 14-253a of the 8
general statutes, and (3) make educational materials available to 9
medical professionals, law enforcement officers and the general public 10
regarding the proper issuance and use of such removable windshield 11
placards. 12
Statement of Purpose:
To establish a Removable Placard Advisory Council to advise the
Commissioner of Motor Vehicles, medical professionals, law Proposed Bill No. 5507

enforcement officers and the general public regarding the proper
issuance and use of removable windshield placards for persons who are
blind and persons with disabilities.
