The bill requires the Department of Energy and Environmental 
Protection (DEEP), by January 1, 2025, to produce a Connecticut 
Decarbonization Roadmap, within available appropriations, identifying 
the regulations and programs required to meet the state’s greenhouse 
gas (GHG) emissions reduction targets.  This has no fiscal impact since 
the agency has the necessary expertise for this requirement.  
It also requires DEEP to identify additional federal funds available to 
municipalities and schools for reducing carbon emissions. This could 
result in a revenue gain to various municipalities and schools beginning 
in FY 24 to the extent federal funds are made available following such 
identification. 
House “A” replaces the underlying bill resulting in the fiscal impact 
described above.
