AN ACT ESTABLISHING AN ADVANCED MANUFACTURING 
EDUCATION CENTER ADVISORY GROUP. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established an advisory 1 
group to facilitate the expansion of an advanced manufacturing 2 
technology center at a regional community-technical college in the state, 3 
and to maximize the economic, educational and workforce benefits 4 
provided to the state by the center. 5 
(1) The advisory group shall develop an implementation plan 6 
concerning the budget of, timeline for and the state, federal and private 7 
sector funding mechanisms for the following: 8 
(A) Completing the necessary infrastructure at the center; 9 
(B) Establishing an Industry 4.0 manufacturing technology career 10 
pathway model that may be duplicated at secondary and regional 11 
community-technical college level institutions throughout the state; 12 
(C) Establishing sustainable public-private partnerships to provide 13  Raised Bill No.  6755

the latest equipment, training and apprenticeship opportunities for 14 
students and instructors; 15 
(D) Establishing a community robotics center at the advanced 16 
manufacturing technology center to support program awareness, 17 
enrollment and community involvement; and 18 
(E) Incorporating mechanisms to maximize opportunities for 19 
traditionally underserved communities. 20 
(2) The plan shall include metrics to measure success, including, but 21 
not limited to, key performance indicators and targets for each part of 22 
the implementation plan described in subdivision (1) of this subsection. 23 
(3) The advisory group may utilize industry partners, employers, 24 
association boards, classroom teachers of students in grades 25 
kindergarten to twelve, inclusive, and others to develop the plan. 26 
(4) The advisory group shall include in the implementation plan a 27 
recommendation as to whether said group should be reestablished after 28 
said group terminates pursuant to subsection (e) of this section. The 29 
advisory group shall, if said group recommends such reestablishment, 30 
include in the implementation plan a recommendation concerning for 31 
what purposes and for what duration said group should be 32 
reestablished. 33 
(b) The advisory group members shall be appointed by the 34 
cochairpersons of the joint standing committee of the General Assembly 35 
having cognizance of matters relating to commerce, and shall consist of 36 
the following members: 37 
(1) The executive vice president of workforce and economic 38 
development of the regional community-technical college system; 39 
(2) An executive director of an advanced manufacturing technology 40 
center that has a mission of cultivating relationships among 41 
stakeholders with an interest in developing a diverse technical 42

(3) An associate dean of an advanced manufacturing technology 44 
program of the regional community-technical college system; 45 
(4) A coordinator of counseling and career pathways for a public 46 
school system, consisting of grades kindergarten to twelve, inclusive, in 47 
a municipality in the state; 48 
(5) A professor of robotics and mechatronics from a university within 49 
the Connecticut State University System; 50 
(6) An associate dean of an advanced manufacturing center at a 51 
regional community-technical college in the state; 52 
(7) A technical talent development advisor from a product assembly 53 
company in the state; and 54 
(8) Not more than two members of the manufacturing industry. 55 
(c) All initial appointments to the advisory group shall be made not 56 
later than thirty days after the effective date of this section. Any vacancy 57 
shall be filled by the appointing authority. 58 
(d) The cochairpersons of the joint standing committee of the General 59 
Assembly having cognizance of matters relating to commerce shall 60 
select the cochairpersons of the advisory group from among the 61 
members of the advisory group. Such cochairpersons shall schedule the 62 
first meeting of the advisory group, which shall be held not later than 63 
sixty days after the effective date of this section. 64 
(e) Not later than January 1, 2024, the advisory group shall submit a 65 
report, in accordance with the provisions of section 11-4a of the general 66 
statutes, on its findings and recommendations to the Governor and the 67 
joint standing committees of the General Assembly having cognizance 68 
of matters relating to commerce, education and higher education and 69 
employment advancement. The advisory group shall terminate on the 70 
date that it submits such report or January 1, 2024, whichever is later. 71  Raised Bill No.  6755

This act shall take effect as follows and shall amend the following 
sections:
