1419 AN ACT ESTABLISHING GRANT PROGRAMS TO FACILITATE THE
1520 CONSTRUCTION AND RENOVATION OF HOUSING FOR
1621 INDIVIDUALS WITH INTELLECTUAL AND DEVELOPMENTAL
1722 DISABILITIES.
1823 Be it enacted by the Senate and House of Representatives in General
1924 Assembly convened:

2126 Section 1. (NEW) (Effective July 1, 2023) (a) For the fiscal year ending 1
2227 June 30, 2024, and each fiscal year thereafter, the Department of 2
23-Developmental Services shall, within available appropriations, 3
24-develop and administer a competitive grant program to provide 4
25-funding for eligible (1) developers seeking to construct new residential 5
26-housing for individuals with intellectual and developmental 6
27-disabilities that will provide such individuals access to transportation 7
28-and supportive services and facilitate such individuals' integration into 8
29-the community, and (2) individuals with intellectual and 9
30-developmental disabilities and such individuals' relative caregivers to 10
31-(A) purchase residential homes and to (i) undertake renovations to 11
32-improve such homes' accessibility, or (ii) convert such homes to 12
33-congregate or supportive housing, and (B) construct new, accessible 13
34-residential homes. 14
35-(b) Not later than January 1, 2024, the Department of Developmental 15
36-Services shall develop eligibility criteria and an application process for 16

46-(c) Each grant recipient shall, at such time and in such manner as the 20
47-Commissioner of Developmental Services prescribes, file an 21
48-expenditure report with the Department of Developmental Services. A 22
49-grant recipient shall not expend grant funds for purposes other than 23
50-those approved by the Department of Developmental Services 24
51-pursuant to this section. 25
52-(d) Not later than January 1, 2025, and annually thereafter, the 26
53-Commissioner of Developmental Services shall submit a report, in 27
54-accordance with the provisions of section 11-4a of the general statutes, 28
55-concerning the operation and effectiveness of the grant program, to the 29
56-joint standing committees of the General Assembly having cognizance 30
57-of matters relating to human services and housing. 31
58-Sec. 2. (NEW) (Effective July 1, 2023) (a) For the fiscal year ending 32
59-June 30, 2024, and each fiscal year thereafter, the Department of 33
60-Housing shall, within available appropriations, develop and 34
61-administer a competitive grant program to provide funding for eligible 35
62-developers seeking to construct new affordable housing, as defined in 36
63-section 8-39a of the general statutes, intended and designed to (1) 37
64-house a significant number of individuals with intellectual and 38
65-developmental disabilities, and (2) contain, in a significant number of 39
66-living units, features that render such units accessible to such 40
67-individuals, including, but not limited to, accessible bathrooms, light 41
68-switches, doorknobs, counters and means of egress and doorframes 42
69-and hallways that are not less than thirty-two inches wide. The 43
70-Department of Housing shall determine what constitutes a significant 44
71-number of individuals with intellectual and developmental disabilities 45
72-and a significant number of living units for the purposes of this 46
73-section. 47
74-(b) Not later than January 1, 2024, the Department of Housing shall 48
