LCO \\PRDFS1\HCOUSERS\BARRYJN\WS\2023HB-06808-R01- HB.docx 1 of 3 General Assembly Substitute Bill No. 6808 January Session, 2023 AN ACT ESTABLISHING GRANT PROGRAMS TO FACILITATE THE CONSTRUCTION AND RENOVATION OF HOUSING FOR INDIVIDUALS WITH INTELLECTUAL AND DEVELOPMENTAL DISABILITIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2023) (a) For the fiscal year ending 1 June 30, 2024, and each fiscal year thereafter, the Department of 2 Developmental Services shall, within available appropriations, 3 develop and administer a competitive grant program to provide 4 funding for eligible (1) developers seeking to construct new residential 5 housing for individuals with intellectual and developmental 6 disabilities that will provide such individuals access to transportation 7 and supportive services and facilitate such individuals' integration into 8 the community, and (2) individuals with intellectual and 9 developmental disabilities and such individuals' relative caregivers to 10 (A) purchase residential homes and to (i) undertake renovations to 11 improve such homes' accessibility, or (ii) convert such homes to 12 congregate or supportive housing, and (B) construct new, accessible 13 residential homes. 14 (b) Not later than January 1, 2024, the Department of Developmental 15 Services shall develop eligibility criteria and an application process for 16 the grant program, and post a description of the grant program, 17 Substitute Bill No. 6808 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2023HB-06808- R01-HB.docx } 2 of 3 eligibility requirements and the application in a conspicuous location 18 on the department's Internet web site. 19 (c) Each grant recipient shall, at such time and in such manner as the 20 Commissioner of Developmental Services prescribes, file an 21 expenditure report with the Department of Developmental Services. A 22 grant recipient shall not expend grant funds for purposes other than 23 those approved by the Department of Developmental Services 24 pursuant to this section. 25 (d) Not later than January 1, 2025, and annually thereafter, the 26 Commissioner of Developmental Services shall submit a report, in 27 accordance with the provisions of section 11-4a of the general statutes, 28 concerning the operation and effectiveness of the grant program, to the 29 joint standing committees of the General Assembly having cognizance 30 of matters relating to human services and housing. 31 Sec. 2. (NEW) (Effective July 1, 2023) (a) For the fiscal year ending 32 June 30, 2024, and each fiscal year thereafter, the Department of 33 Housing shall, within available appropriations, develop and 34 administer a competitive grant program to provide funding for eligible 35 developers seeking to construct new affordable housing, as defined in 36 section 8-39a of the general statutes, intended and designed to (1) 37 house a significant number of individuals with intellectual and 38 developmental disabilities, and (2) contain, in a significant number of 39 living units, features that render such units accessible to such 40 individuals, including, but not limited to, accessible bathrooms, light 41 switches, doorknobs, counters and means of egress and doorframes 42 and hallways that are not less than thirty-two inches wide. The 43 Department of Housing shall determine what constitutes a significant 44 number of individuals with intellectual and developmental disabilities 45 and a significant number of living units for the purposes of this 46 section. 47 (b) Not later than January 1, 2024, the Department of Housing shall 48 develop eligibility criteria and an application process for the grant 49 Substitute Bill No. 6808 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2023HB-06808- R01-HB.docx } 3 of 3 program and post a description of the grant program, eligibility 50 requirements and the application in a conspicuous location on the 51 department's Internet web site. 52 (c) Each grant recipient shall, at such time and in such manner as the 53 Commissioner of Housing prescribes, file an expenditure report with 54 the Department of Housing. A grant recipient shall not expend grant 55 funds for purposes other than those approved by the Department of 56 Housing pursuant to this section. 57 (d) Not later than January 1, 2025, and annually thereafter, the 58 Commissioner of Housing shall submit a report, in accordance with 59 the provisions of section 11-4a of the general statutes, concerning the 60 operation and effectiveness of the grant program, to the joint standing 61 committees of the General Assembly having cognizance of matters 62 relating to human services and housing. 63 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2023 New section Sec. 2 July 1, 2023 New section PD Joint Favorable Subst.
