The fiscal note on sHB 6821 stated that there was no anticipated fiscal 
impact to the state from the requirement that all newborns be tested for 
cytomegalovirus on and after 10/1/23. The fiscal note should have 
included a cost to the state of approximately $500,000 in FY 24 and 
$450,996 in FY 25, as reflected in the table below:

The cost to DPH to support the screening of approximately 38,000 
newborns annually for cytomegalovirus at the State Public Health 
Laboratory include the salary of a Microbiologist II (approximately 
$77,059 in FY 24 and $78,934 in FY 25), a one-time equipment expense of 
approximately $64,693 in FY 24, and other supply and equipment 
service contract expenses totaling approximately $325,252 in FY 24 and 
$338,262 in FY 25.

The fringe benefit costs for most state employees are budgeted centrally in accounts 
administered by the Comptroller. The estimated active employee fringe benefit cost 
associated with most personnel changes is 42.82% of payroll in FY 24.
