Explanation 
The bill requires the Police Officer Standards and Training Council 
(POST) to develop a model policy for the use of seat belts in municipal 
police vehicles and outlines disciplinary procedures for violations of the 
policy, resulting in no fiscal impact to the state as POST has the expertise 
to meet the bill's requirements. 
House "A" requires that all municipal law enforcement units adopt a 
written policy reflective of the model policy developed pursuant to the 
bill by April 1, 2024 and delays the applicability of the seat belt policy 
requirements from January 1 to April 1, 2024, resulting in no fiscal 
impact to the state or municipalities.
