920 AN ACT REQUIRING THE POLICE OFFICER STANDARDS AND
1021 TRAINING COUNCIL TO DEVELOP AND PROMULGATE A MODEL
1122 POLICY REQUIRING THE USE OF A SEAT SAFETY BELT FOR ANY
1223 PERSON WHO IS BEING TRANSPORTED IN A MUNICIPAL POLICE
1324 VEHICLE.
1425 Be it enacted by the Senate and House of Representatives in General
1526 Assembly convened:

17-Section 1. (NEW) (Effective July 1, 2023) (a) Not later than December
18-31, 2023, the Police Officer Standards and Training Council established
19-under section 7-294b of the general statutes shall develop and
20-promulgate a model policy that provides guidelines on (1) the required
21-use of a seat safety belt by any person who is being transported in a
22-municipal police vehicle, and (2) standardized procedures to be utilized
23-by a municipal police officer to ensure that any person who is being
24-transported in a municipal police vehicle is secure in such vehicle
25-through the use of a seat safety belt. Not later than April 1, 2024, each
26-municipal law enforcement unit shall adopt and maintain a written
27-policy that meets or exceeds the standards of the model policy
28-developed pursuant to this subsection.
29-(b) On and after April 1, 2024, if the chief law enforcement officer of
30-a municipal law enforcement unit finds, through procedures developed
31-pursuant to subsection (g) of section 7-294d of the general statutes, that
32-a municipal police officer has engaged in conduct that constitutes a House Bill No. 6873

37+(b) On and after January 1, 2024, if the chief law enforcement officer 10
38+of a municipal law enforcement unit finds, through procedures 11
39+developed pursuant to subsection (g) of section 7-294d of the general 12

36-violation of the policy established pursuant to subsection (a) of this
37-section and that such violation undermines public confidence in the
38-municipal law enforcement unit, the chief law enforcement officer shall
39-report such violation to the Police Officer Standards and Training
40-Council. Said council shall thereafter conduct a de novo review of the
41-matter. Whenever the council believes there is a reasonable basis for
42-suspension, cancellation or revocation of the certification of a municipal
43-police officer due to the reported violation, the council shall give notice
44-and an adequate opportunity for a hearing to such officer prior to such
45-suspension, cancellation or revocation. Such hearing shall be conducted
46-in accordance with the provisions of chapter 54 of the general statutes.
47-If the council finds by clear and convincing evidence that a violation of
48-this section has occurred, the council may suspend, revoke or cancel the
49-certificate of the certificate holder in accordance with the provisions of
50-section 7-294d of the general statutes.

47+constitutes a violation of the policy established pursuant to subsection 14
48+(a) of this section and that such violation undermines public 15

51+Standards and Training Council. Said council shall thereafter conduct 18
