1620 AN ACT CONCERNING THE SECRETARY OF THE STATE AND
1721 EARLY VOTING.
1822 Be it enacted by the Senate and House of Representatives in General
1923 Assembly convened:

21-Section 1. (NEW) (Effective July 1, 2023) (a) (1) Any eligible elector may 1
22-vote prior to the day of a regular election or primary, in accordance with 2
23-the provisions of this section, during a period of early voting at each 3
24-such regular election held on or after July 1, 2023, and at each primary 4
25-held on or after January 1, 2024. Such period of early voting shall (A) 5
26-notwithstanding the provisions of section 9-2 of the general statutes, 6
27-commence on the eleventh day prior to and conclude on the second day 7
28-prior to such regular election or primary, and (B) consist of ten total 8
29-days, at such times as provided in subdivision (1) of subsection (c) of 9
30-section 9-174 of the general statutes, as amended by this act. 10
31-(2) Any eligible elector may vote prior to the day of a special election, 11
32-in accordance with the provisions of this section, during a period of 12
33-early voting at each such special election held on or after January 1, 2024. 13
34-Such period of early voting shall (A) notwithstanding the provisions of 14
35-section 9-2 of the general statutes, commence on the fifth day prior to 15
36-and conclude on the second day prior to such special election, and (B) 16
37-consist of four total days, at such times as provided in subdivision (2) of 17 Substitute Bill No. 1057
25+Section 1. (NEW) (Effective July 1, 2023) (a) Any eligible elector may 1

32+and (2) consist of ten total days, at such times as provided in subsection 8
33+(c) of section 9-174 of the general statutes, as amended by this act. 9
34+(c) (1) The registrars of voters of each municipality shall designate a 10
35+location for the conduct of early voting, provided (A) the registrars of 11
36+voters have access to the state-wide centralized voter registration 12
37+system from such location, and (B) such location is certified in writing 13

46-(b) (1) The registrars of voters of each municipality shall designate a 20
47-location for the conduct of early voting, which location shall be the same 21
48-for the duration of the period of early voting except as otherwise 22
49-specified in this subdivision, provided (A) the registrars of voters have 23
50-access to the state-wide centralized voter registration system from such 24
51-location, and (B) such location is certified in writing to the Secretary of 25
52-the State not later than one hundred twenty days prior to the day of a 26
53-regular election or primary, or not later than twenty days prior to the 27
54-day of a special election. The written certification under subparagraph 28
55-(B) of this subdivision shall provide (i) the name, street address and 29
56-relevant contact information associated with such location, (ii) the 30
57-number of election or primary officials who shall be appointed by the 31
58-registrars of voters to serve at such location and the roles of such 32
59-officials, and (iii) a description of the design of such location and a plan 33
60-for effective conduct of such early voting. The Secretary shall approve 34
61-or disapprove such written certification not later than ninety days prior 35
62-to the day of a regular election or primary, or not later than fifteen days 36
63-prior to the day of a special election. If the Secretary disapproves such 37
64-certification, the Secretary shall provide, in writing, the reasons for such 38
65-disapproval and shall issue an order for such corrective action as the 39
66-Secretary deems necessary, including, but not limited to, the 40
67-appointment of additional election or primary officials or the alteration 41
68-of such design or plan. After having received approval of such 42
69-certification or having complied with any order for corrective action to 43
70-the Secretary's satisfaction, as applicable, the registrars of voters shall 44
71-determine the site of such location designated for the conduct of early 45
72-voting at least thirty-one days prior to a regular election or primary, or 46
73-at least eleven days prior to a special election. Such location shall not be 47
74-changed within such period, except, if the municipal clerk and registrars 48
75-of voters unanimously find that such location has been rendered 49
76-unusable within such period, such clerk and registrars shall forthwith 50
77-designate another location for the conduct of early voting to be used in 51 Substitute Bill No. 1057

44+prior to the day of an election or primary. The written certification under 15
45+subparagraph (B) of this subdivision shall provide (i) the name, street 16
46+address and relevant contact information associated with such location, 17
47+(ii) the number of election or primary officials appointed to serve at such 18
48+location and the roles of such officials, and (iii) a description of the 19
49+design of such location and a plan for effective conduct of such early 20
50+voting. The Secretary shall approve or disapprove such written 21
51+certification not later than ninety days before the day of such election or 22
52+primary. If the Secretary disapproves such certification, the Secretary 23
53+shall provide, in writing, the reasons for such disapproval and shall 24
54+issue an order for such corrective action as the Secretary deems 25

58+with any order for corrective action to the Secretary's satisfaction, as 29
59+applicable, the registrars of voters shall determine the site of such 30
60+location designated for the conduct of early voting at least thirty-one 31
61+days prior to an election or primary. Such location shall not be changed 32
62+within the period of thirty-one days prior to such election or primary, 33
63+except, if the municipal clerk and registrars of voters unanimously find 34
64+that such location has been rendered unusable within such period, such 35
65+clerk and registrars shall forthwith designate another location for the 36
66+conduct of early voting to be used in place of the location so rendered 37
67+unusable and shall give adequate notice that such location has been so 38
68+changed. The provisions of sections 9-168d and 9-168e of the general 39
69+statutes shall apply to such location designated for the conduct of early 40
70+voting. 41
71+(2) The registrars of voters of any municipality with a population of 42
72+at least forty-five thousand may apply to the Secretary of the State not 43
73+later than one hundred twenty days before the day of an election or 44
74+primary, in a form and manner prescribed by the Secretary, to designate 45
75+any additional location for the conduct of early voting. The Secretary 46
76+shall approve or disapprove such application not later than ninety days 47

84-place of the location so rendered unusable and shall give adequate 52
85-notice that such location has been so changed. The provisions of sections 53
86-9-168d and 9-168e of the general statutes shall apply to such location 54
87-designated for the conduct of early voting. 55
88-(2) In any municipality with a population of at least twenty thousand, 56
89-the registrars of voters shall hold a public hearing on whether to 57
90-designate any additional location in such municipality for the conduct 58
91-of early voting, which hearing shall be held not later than fifteen days 59
92-prior to the time for designating any such location set forth in 60
93-subdivision (1) of this subsection. The registrars shall properly notice 61
94-such public hearing not later than ten days prior to such public hearing 62
95-in a newspaper having general circulation in such municipality and on 63
96-the Internet web site of the municipality. Not later than three days after 64
97-the conclusion of such public hearing, the registrars shall determine 65
98-whether to designate any such additional location and shall notify the 66
99-Secretary of the State of such determination. If the registrars determine 67
100-that any such additional location be designated, the provisions of 68
101-subdivision (1) of this subsection shall apply to any such additional 69
102-location. If the registrars determine that no additional location be 70
103-designated, such registrars shall include in such notification to the 71
104-Secretary a detailed explanation for such determination. For the 72
105-purposes of this subdivision, "population" means the estimated number 73
106-of people according to the most recent version of the State Register and 74
107-Manual prepared pursuant to section 3-90 of the general statutes. 75
108-(3) The registrars of voters may delegate to each election or primary 76
109-official appointed pursuant to subdivision (1) of this subsection any of 77
110-the responsibilities assigned to the registrars of voters. The registrars of 78
111-voters shall supervise each such official and train each such official to be 79
112-an early voting election or primary official. 80
113-(c) Any elector who wishes to vote during a period of early voting at 81
114-an election or primary, and is eligible to so vote at such election or 82
115-primary, shall (1) appear in person at such times as provided in 83
116-subsection (c) of section 9-174 of the general statutes, as amended by this 84 Substitute Bill No. 1057

83+such application, the registrars of voters may so designate any such 49
84+additional location. The provisions of subdivision (1) of this subsection 50
85+shall apply to any such additional location. For the purposes of this 51
86+subdivision, "population" means the estimated number of people 52
87+according to the most recent version of the State Register and Manual 53
88+prepared pursuant to section 3-90 of the general statutes. 54
89+(3) The registrars of voters may delegate to each election or primary 55
90+official appointed pursuant to subdivision (1) of this section any of the 56
91+responsibilities assigned to the registrars of voters. The registrars of 57
92+voters shall supervise each such official and train each such official to be 58
93+an early voting election or primary official. 59
94+(d) Any elector who wishes to vote during a period of early voting at 60
95+an election or primary, and is eligible to so vote at such election or 61
96+primary, shall (1) appear in person at such time as provided in 62
97+subsection (c) of section 9-174 of the general statutes, as amended by this 63
98+act, at the location designated by the registrars of voters for early voting, 64
99+(2) identify such elector as required by subsection (a) of section 9-261 of 65
100+the general statutes, and (3) declare under oath that such elector has not 66
101+previously voted in such election or primary, as provided in subsection 67
102+(f) of this section. 68
103+(e) If the registrars of voters determine that an elector is eligible to 69
104+vote in the election or primary, the registrars of voters shall check the 70
105+state-wide centralized voter registration system before allowing such 71
106+elector to cast an early voting ballot as provided in subsection (f) of this 72
107+section. 73
108+(1) If the registrars of voters determine that the elector has not already 74
109+voted, or if there is no report that the elector has already voted, the 75
110+registrars shall allow such elector to vote. 76
111+(2) If the registrars of voters determine that the elector has already 77
112+voted, such elector shall not be allowed to vote and such matter shall be 78
113+reviewed by the registrars of voters. After completion of such review, if 79
114+a resolution of the matter cannot be made, such matter shall be reported 80 Raised Bill No. 1057

124-(2) identify such elector as required by subsection (a) of section 9-261 of 86
125-the general statutes, and (3) declare under oath that such elector has not 87
126-previously voted in such election or primary, as provided in subsection 88
127-(e) of this section. 89
128-(d) If the registrars of voters determine that an elector is eligible to 90
129-vote in the election or primary, the registrars of voters shall check the 91
130-state-wide centralized voter registration system before allowing such 92
131-elector to cast an early voting ballot as provided in subsection (e) of this 93
132-section. 94
133-(1) If the registrars of voters determine that the elector has not already 95
134-voted, or if there is no report that the elector has already voted, the 96
135-registrars shall allow such elector to vote. 97
136-(2) If the registrars of voters determine that the elector has already 98
137-voted, such elector shall not be allowed to vote and such matter shall be 99
138-reviewed by the registrars of voters. After completion of such review, if 100

140-to the State Elections Enforcement Commission, which shall conduct an 102

140+presence of the registrars of voters in such a manner that the registrars 101
141+of voters shall not know how the early voting ballot is marked. The 102
142+elector shall place the early voting ballot in the early voting ballot 103
143+envelope provided and deposit such envelope in a secured early voting 104
144+ballot depository receptacle. At the conclusion of each day during the 105
145+early voting period, the registrars of voters shall transport such 106
146+receptacle containing such day's early voting ballots to the municipal 107
147+clerk, who shall retain such ballots until delivery of such ballots to the 108

165-(f) The elector shall forthwith mark the early voting ballot in the 121
166-presence of the registrars of voters in such a manner that the registrars 122
167-of voters shall not know how the early voting ballot is marked. The 123
168-elector shall place the early voting ballot in the early voting ballot 124
169-envelope provided and deposit such envelope in a secured early voting 125
170-ballot depository receptacle. At the conclusion of each day during the 126
171-early voting period, the registrars of voters shall transport such 127
172-receptacle containing such day's early voting ballots to the municipal 128
173-clerk, who shall retain such ballots, if necessary, in the fire-resistive 129
174-vault or safe provided for in section 7-27 of the general statutes, until 130
175-delivery of such ballots to the registrars of voters on the day of the 131
176-election or primary for the purpose of counting such ballots. A section 132
177-of the head moderator's return shall show the number of early voting 133
178-ballots received from electors. The registrars of voters shall seal a copy 134
179-of the vote tally for early voting ballots in a depository envelope with 135
180-the early voting ballots and store such early voting depository envelope 136
181-with the other election or primary results materials. The early voting 137
182-depository envelope shall be preserved by the registrars of voters for the 138
183-period of time required to preserve counted ballots for elections or 139
184-primaries. 140
185-(g) Except as provided in section 2 of this act, the provisions of title 9 141
186-of the general statutes and any regulation adopted under said title 142
187-concerning procedures relating to the custody, control and counting of 143
188-absentee ballots shall apply, as nearly as possible, to the custody, control 144
189-and counting of early voting ballots under this section. 145 Substitute Bill No. 1057

162+(h) Except as provided in section 2 of this act, the provisions of title 9 118
163+of the general statutes and any regulation adopted under said title 119
164+concerning procedures relating to the custody, control and counting of 120
165+absentee ballots shall apply, as nearly as possible, to the custody, control 121
166+and counting of early voting ballots under this section. 122
167+(i) No person shall solicit on behalf of or in opposition to any 123
168+candidate or on behalf of or in opposition to any question being 124
169+submitted at the election or primary, or loiter or peddle or offer any 125
170+advertising matter, ballot or circular to another person within a radius 126
171+of seventy-five feet of any outside entrance in use as an entry to any 127
172+location designated by the registrars of voters for early voting or in any 128
173+corridor, passageway or other approach leading from any such outside 129
174+entrance to any such location or in any room opening upon any such 130
175+corridor, passageway or approach. 131
176+(j) The provisions of subsections (a) to (i), inclusive, of this section 132
177+shall not apply to any primary held for the purpose of choosing town 133
178+committee members. 134
179+Sec. 2. (NEW) (Effective July 1, 2023) (a) Early voting ballots and same-135
180+day election or same-day primary registration ballots received by the 136
181+municipal clerk prior to the day of the election or primary shall be 137
182+delivered by the municipal clerk to the registrars between six o'clock 138
183+a.m. and ten o'clock a.m. on the day of the election or primary. 139
184+(b) The ballot counters for such early voting ballots and same-day 140
185+election or same-day primary registration ballots shall proceed to the 141 Raised Bill No. 1057

217-counting is to take place pursuant to subsection (b) of section 9-147a of 167
218-the general statutes at the time, between six o'clock a.m. and ten o'clock 168
219-a.m. on the day of the election or primary, designated by the registrars 169
220-of voters. At the time such ballots are delivered to the ballot counters 170
221-pursuant to subsection (a) of this section, the ballot counters shall 171
222-perform any checking of such ballots and proceed, as nearly as possible, 172
223-as provided in section 9-150a of the general statutes. 173
224-Sec. 3. Section 9-174 of the general statutes is repealed and the 174
225-following is substituted in lieu thereof (Effective July 1, 2023): 175

192+counting is to take place pursuant to subsection (b) of section 9-147a of 143
193+the general statutes at the time, between six o'clock a.m. and ten o'clock 144
194+a.m. on the day of the election or primary, designated by the registrars 145
195+of voters. At the time such ballots are delivered to the ballot counters 146
196+pursuant to subsection (a) of this section, the ballot counters shall 147
197+perform any checking of such ballots and proceed, as nearly as possible, 148
198+as provided in section 9-150a of the general statutes. 149
199+Sec. 3. Section 9-174 of the general statutes is repealed and the 150
200+following is substituted in lieu thereof (Effective July 1, 2023): 151

202+provision of the general statutes or any special act or municipal charter, 153

207+prescribed for the closing of the polls in any election unless such elector 158
208+is in line at eight o'clock p.m. An election official or a police officer of the 159
209+municipality, who is designated by the moderator, shall be placed at the 160
210+end of the line at eight o'clock p.m. Such official or officer shall not allow 161
211+any electors who were not in such line at eight o'clock p.m. to enter such 162
212+line. 163
213+(b) Notwithstanding [the provisions of any general statute,] any 164
214+provision of the general statutes or any special act or municipal charter, 165
215+at any regular election, each location designated for election day 166
216+registration pursuant to subsection (c) of section 9-19j, as amended by 167
217+this act, shall remain open for election day registration and voting from 168
218+six o'clock a.m. until eight o'clock p.m. No applicant for election day 169
219+registration shall be admitted as an elector or permitted to cast such 170
220+applicant's vote after the hour prescribed for the closing of the location 171
221+designated for such purposes in any regular election unless such 172
222+applicant is in line at eight o'clock p.m. An election official or a police 173

251-o'clock p.m. No applicant for [election day] same-day election or same-195
252-day primary registration shall be admitted as an elector or permitted to 196
253-cast such applicant's vote after the hour prescribed for the closing of the 197
254-location designated for such purposes [in any regular] on election day 198
255-or primary day unless such applicant is in line at eight o'clock p.m. An 199
256-election or primary official or a police officer of the municipality, who is 200
257-appointed by the registrars of voters, shall be placed at the end of the 201

320+form and manner prescribed by the Secretary, to designate any 256
321+additional location for the completion and processing of [election day] 257

351+such location, (2) an applicant who is a student enrolled at an institution 282
352+of higher education may submit a current photo identification card 283
353+issued by such institution in lieu of the identification required by section 284
354+9-20, and (3) the applicant shall declare under oath that the applicant 285
355+has not previously voted in the election or primary, as provided in 286
356+subsection (f) of this section. If the information that the applicant is 287
357+required to provide under section 9-20 and [subsections (a) to (i), 288
358+inclusive, of] this section does not include proof of the applicant's 289
359+residential address, the applicant shall also submit identification that 290
360+shows the applicant's bona fide residence address, including, but not 291
361+limited to, a learner's permit issued under section 14-36 or a utility bill 292
362+that has the applicant's name and current address and that has a due 293
363+date that is not later than thirty days after the election or primary or, in 294
364+the case of a student enrolled at an institution of higher education, a 295
365+registration or fee statement from such institution that has the 296
366+applicant's name and current address. 297
367+(e) If the registrars of voters determine that an applicant satisfies the 298
368+application requirements set forth in subsection (d) of this section, the 299
369+registrars of voters shall check the state-wide centralized voter 300
370+registration system before admitting such applicant as an elector or 301
371+enrolling such applicant in a political party holding a primary. 302
372+(1) If the registrars of voters determine that the applicant is not 303

402-identification required by section 9-20, and (3) the applicant shall 322
403-declare under oath that the applicant has not previously voted in the 323
404-election or primary, as provided in subsection (f) of this section. If the 324
405-information that the applicant is required to provide under section 9-20 325
406-and [subsections (a) to (i), inclusive, of] this section does not include 326
407-proof of the applicant's residential address, the applicant shall also 327
408-submit identification that shows the applicant's bona fide residence 328
409-address, including, but not limited to, a learner's permit issued under 329
410-section 14-36 or a utility bill that has the applicant's name and current 330
411-address and that has a due date that is not later than thirty days after 331
412-the election or primary or, in the case of a student enrolled at an 332

389+registrars of voters of the municipality in which such elector now seeks 315
390+to register shall immediately notify the registrars of voters in such other 316
391+municipality that such elector is changing the municipality in which the 317
392+applicant is an elector. The registrars of voters in such other 318
393+municipality shall notify the election officials in such municipality to 319
394+remove such elector from the official voter list and, if applicable, any 320
395+enrollment list of such municipality. Such election officials shall cross 321
396+through the elector's name on such official voter list and, if applicable, 322
397+enrollment list and mark "off" next to such elector's name on any such 323
398+[official voter] list. 324
399+(A) If it is reported that such applicant already voted in such other 325
400+municipality, the registrars of voters of such other municipality shall 326
401+immediately notify the registrars of voters of the municipality in which 327
402+such elector now seeks to register. In such event, such elector shall not 328
403+receive [an election day] a same-day election or same-day primary 329
404+registration ballot from the registrars of voters of the municipality in 330
405+which such elector now seeks to register. For any such elector, the 331
406+[election day] same-day election or same-day primary registration 332
407+process shall cease in the municipality in which such elector now seeks 333
408+to register and such matter shall be reviewed by the registrars of voters 334
409+in the municipality in which such elector now seeks to register. After 335
410+completion of such review, if a resolution of the matter [can not] cannot 336
411+be made, such matter shall be reported to the State Elections 337

445-cross through the elector's name on such official voter list and, if 359
446-applicable, enrollment list and mark "off" next to such elector's name on 360

448-(A) If it is reported that such applicant already voted in such other 362

551+the warning for such election, give notice of (i) the time and the location 457
552+of each polling place in the town, (ii) in towns divided into voting 458
553+districts, the time and the location of each polling place in each district, 459
554+[and] (iii) the time and the [location] site of each location designated for 460
555+[election day] same-day election registration in the town, and (iv) the 461
556+time and the site of each location designated for the conduct of early 462
557+voting, at which such election will be held. The town clerk shall record 463
558+each such warning. 464
559+(2) For the state election in 2020, and any election held pursuant to 465
560+section 9-211, 9-212, 9-215 or 9-218 on or after June 23, 2021, but prior to 466

595+such city or borough, or the town having such city or borough within 496
596+such town's limits, not more than fifteen nor less than five days previous 497
597+to [holding] the commencement of the period of early voting at the 498
598+election, which warning shall include notice of (I) the time and the 499
599+location of each polling place in such city or borough, (II) in cities and 500

613+(a) The registrars of voters and municipal clerk from each 509
614+municipality shall jointly certify, in writing, to the Secretary of the State 510
615+the number of ballots for each polling place in the municipality that have 511
616+been ordered for each election or primary to be held within such 512
617+municipality. Such registrars and clerk shall also so certify the number 513
618+of ballots for each location designated for the conduct of early voting in 514
619+the municipality that have been ordered for each regular election held 515
620+on or after July 1, 2023, and for each primary held on or after January 1, 516
621+2024. Such certification shall be on a form provided by the Secretary that 517
622+shall have questions, including, but not limited to, those pertaining to 518
623+the historical turnout for each such polling place or location, as 519
624+applicable, in the municipality for the past four elections or primaries of 520
625+similar nature to the election or primary to be held. The registrars of 521
626+voters and municipal clerk shall include as part of any such certification 522
627+any other relevant factors that may be unique to each such polling place 523
628+or location in their municipality. Such certification shall be provided to 524
629+the Secretary not later than thirty-one days prior to the commencement 525
630+of the period of early voting at an election or twenty-one days prior to 526
631+the commencement of the period of early voting at a primary. 527
632+(b) If the registrars of voters and municipal clerk of a municipality do 528
633+not jointly submit the certification as set forth in subsection (a) of this 529
634+section, such registrars of voters and municipal clerk shall order a 530
635+number of ballots equal to the total number of registered voters in their 531
636+municipality for such election or primary. 532

667-Sec. 8. Subsections (a) to (c), inclusive, of section 9-255a of the general 545
668-statutes are repealed and the following is substituted in lieu thereof 546
669-(Effective July 1, 2023): 547

686-provided to the Secretary not later than thirty-one days prior to the 564 Substitute Bill No. 1057

643+the Secretary of the State for a waiver of the requirements of subsections 534
644+(a) and (b) of this section. Such waiver request shall be submitted to the 535
645+Secretary of the State, in writing, not later than the forty-fifth day before 536
646+the commencement of the period of early voting at the election or the 537
647+thirtieth day before the commencement of the period of early voting at 538
648+the primary to be held and shall demonstrate good cause for such 539
649+waiver. Not later than five days after receipt of such waiver request, the 540
650+Secretary shall notify, in writing, the municipal clerk requesting a 541
651+waiver, of the Secretary's response. 542
652+Sec. 9. Section 9-373a of the general statutes is repealed and the 543
653+following is substituted in lieu thereof (Effective July 1, 2023): 544
654+Any person desiring to be a write-in candidate for any state, district 545
655+or municipal office to be filled at any regular election shall register his 546
656+candidacy with the Secretary of the State on a form prescribed by the 547
657+Secretary. The registration shall include the candidate's name and 548
658+address, the designation and term of the office sought, a statement of 549
659+consent to the candidacy, and any other information which the Secretary 550
660+deems necessary. In the case of a write-in candidacy for the office of 551
661+Governor or Lieutenant Governor, the registration shall include a 552
662+candidate for each of those offices, or shall be void. The registration shall 553
663+not include a designation of any political party. The registration shall be 554
664+filed with the Secretary not more than ninety days prior to the election 555
665+at which the office is to be filled and not later than four o'clock p.m. on 556
666+the fourteenth day preceding the commencement of the period of early 557
667+voting at the election, or the registration shall be void. No person 558
668+nominated for an office by a major or minor party or by nominating 559
669+petition shall register as a write-in candidate for that office under the 560
670+provisions of this section, and any registration of a write-in candidacy 561
671+filed by such a person shall be void. Notwithstanding any provision of 562
672+this section to the contrary, any person desiring to be a write-in 563
673+candidate for the municipal office of town meeting member in any town 564
674+having a representative town meeting which has seventy-five or more 565
675+members shall register his candidacy with the town clerk of such town 566

711-Sec. 9. Section 9-373a of the general statutes is repealed and the 583
712-following is substituted in lieu thereof (Effective July 1, 2023): 584

886+Sec. 16. Subsection (b) of section 9-55 of the general statutes is 747

889+(b) If a political party authorizes unaffiliated electors to vote in a 750
890+primary, under section 9-431, and a notice of primary is published, the 751
891+registrars shall cause a list of all unaffiliated electors eligible to vote in 752
892+the primary to be printed before the commencement of the period of 753
893+early voting at such primary. If unaffiliated electors are authorized to 754
894+vote in only one party's primary and are authorized to vote for all offices 755
895+to be contested at the primary, the registrars may print the list of 756
896+unaffiliated electors in combination with such party's enrollment list, 757
897+indicating party affiliation where applicable. 758
898+Sec. 17. Subsection (b) of section 9-4a of the general statutes is 759

1054-revision, on the Internet web site of the office of the Secretary of the 872
1055-State. 873

1165-the notice shall indicate that the application has been rejected and shall 958
1166-state any reason for rejection. If the registrar determines that the 959
1167-applicant has properly completed the application and is legally 960
1168-qualified to register, the notice shall indicate that the application has 961
1169-been accepted. A notice of acceptance or a notice of rejection shall be 962
1170-sent (A) not later than four days after receipt of an application during 963
1171-the period beginning on the forty-ninth day before an election and 964
1172-ending on the twenty-first day before such election, (B) on the day of 965
1173-receipt of an application if it is received (i) during the period beginning 966
1174-on the [twentieth] twenty-seventh day before such election and ending 967
1175-on the [seventh] fourteenth day before such election, (ii) during the 968
1176-period beginning on the [sixth] thirteenth day before an election and 969

1201-polling place. If a notice of acceptance of an application is returned 988
1202-undelivered, the registrars shall forthwith take the necessary action in 989
1203-accordance with section 9-35 or 9-43, notwithstanding the May first 990
1204-deadline in section 9-35. An applicant for admission as an elector 991
1205-pursuant to this section and section 9-23h may only be admitted as an 992
1206-elector by a registrar of voters of the town of his residence. Not later 993
1207-than December thirty-first, annually, the Secretary of the State shall 994
1208-establish an official calendar of all deadlines set forth in this subsection 995
1209-for regularly scheduled elections and primaries to be held in the 996
1210-following calendar year. 997
1211-(d) (1) Except as otherwise provided in this subsection, the privileges 998
1212-of an elector for any applicant for admission under this section and 999
1213-section 9-23h shall attach immediately upon approval by the registrar, 1000
1214-and the registrars shall enter the name of the elector on the registry list. 1001

1099+applicant for admission as an elector pursuant to this section and section 923
1100+9-23h may only be admitted as an elector by a registrar of voters of the 924
1101+town of his residence. Not later than December thirty-first, annually, the 925
1102+Secretary of the State shall establish an official calendar of all deadlines 926
1103+set forth in this subsection for regularly scheduled elections and 927
1104+primaries to be held in the following calendar year. 928
1105+(d) (1) Except as otherwise provided in this subsection, the privileges 929
1106+of an elector for any applicant for admission under this section and 930
1107+section 9-23h shall attach immediately upon approval by the registrar, 931

1271-Sec. 28. Subsection (a) of section 9-320f of the general statutes is 1046

1275-not later than two business days before the canvass of votes by the 1050
1276-Secretary of the State, Treasurer and Comptroller, for any federal or 1051
1277-state election or primary, or by the town clerk for any municipal election 1052
1278-or primary, the registrars of voters shall conduct a manual audit or, for 1053
1279-an election or primary held on or after January 1, 2016, an electronic 1054
1280-audit authorized under section 9-320g of the votes recorded in not less 1055
1281-than five per cent of the voting districts in the state, district or 1056
1282-municipality, whichever is applicable. For the purposes of this section, 1057
1283-any central location used in a municipality for the counting of absentee 1058
1284-ballots, early voting ballots or same-day election or same-day primary 1059
1285-registration ballots shall be deemed a voting district. Such manual or 1060
1286-electronic audit shall be noticed in advance and be open to public 1061
1287-observation. Any election official who participates in the administration 1062
1288-and conduct of an audit pursuant to this section shall be compensated 1063
1289-by the municipality at the standard rate of pay established by such 1064
1290-municipality for elections or primaries, as the case may be. 1065

1300-(a) The registrars of voters in the several towns and, in towns where 1069
1301-there are different registrars for different voting districts, the registrars 1070
1302-of voters in such districts shall appoint the moderators of regular and 1071
1303-special state and municipal elections in their respective towns or 1072
1304-districts. For the purpose of providing a reserve group of persons who 1073
1305-may serve as moderators, the registrars shall designate alternate 1074
1306-moderators from among those persons chosen as official checkers, or 1075
1307-tabulator tenders, in the following minimum numbers: In towns with 1076
1308-one or more but not exceeding three voting districts, one alternate 1077
1309-moderator; in towns with four or more but not exceeding eight voting 1078
1310-districts, two alternate moderators; in towns with more than eight 1079
1311-voting districts, a number of alternate moderators equal to one-fourth 1080
1312-of the number of voting districts rounded off to the nearest multiple of 1081
1313-four. In case the registrars fail to agree in the choice of a moderator or 1082
1314-alternate moderator, the choice shall be determined between such 1083
1315-registrars by lot. In the case of a primary, the registrar, as defined in 1084
1316-section 9-372, shall so appoint such moderators and alternate 1085
1317-moderators. Moderators and alternate moderators shall be appointed at 1086
1318-least twenty days before the commencement of the period of early 1087
1319-voting at such election or primary. The registrars shall submit a list of 1088
1320-the names of such moderators and alternate moderators to the 1089
1321-municipal clerk, which list shall be made available for public inspection 1090
1322-by such clerk. Each person appointed to serve as moderator or alternate 1091
1323-moderator shall be certified by the Secretary of the State in accordance 1092
1324-with the provisions of subsection (c) of this section, except as provided 1093
1325-in subsection (d) of this section or section 9-436. 1094
1326-Sec. 30. Section 9-256 of the general statutes is repealed and the 1095
