Explanation 
Section 17, which requires the Department of Public Health to 
establish a statewide human immunodeficiency virus pre- and post-
exposure prophylaxis drug assistance program, using appropriated 
AIDS Services account funding equal to or greater than $25,000 
annually, and eliminates a victims of sexual assault post-exposure 
prophylaxis program that costs $25,000 annually, results in a net zero 
fiscal impact to the agency.  
Sections 1 - 16 make various changes to statutes concerning 
pharmacists and consumer access to medications resulting in no fiscal 
impact to the State or municipalities. 
Senate “A” struck the language of the underlying bill and replaced it 
with language that resulted in the fiscal impact described above.
