1220 AN ACT CONCERNING THE CITIZENS' ELECTION PROGRAM AND
1321 CERTAIN INFLATIONARY ADJUSTMENTS.
1422 Be it enacted by the Senate and House of Representatives in General
1523 Assembly convened:

1725 Section 1. Section 9-704 of the general statutes is repealed and the 1
1826 following is substituted in lieu thereof (Effective October 1, 2023): 2
1927 (a) The amount of qualifying contributions that the candidate 3
2028 committee of a candidate shall be required to receive in order to be 4
2129 eligible for grants from the Citizens' Election Fund shall be: 5
2230 (1) In the case of a candidate for nomination or election to the office 6
23-of Governor, contributions from individuals in the aggregate amount 7
24-of two hundred fifty thousand dollars, of which two hundred twenty-8
25-five thousand dollars or more is contributed by individuals residing in 9
26-the state. [, except that in the case of a primary or election held in 2022, 10
27-or thereafter, the aggregate contribution amounts shall be first adjusted 11
28-under subdivision (1) of subsection (b) of this section and then 12
29-rounded to the nearest multiple of one hundred dollars with exactly 13
30-fifty dollars rounded upward.] The provisions of this subdivision shall 14
31-be subject to the following: (A) Except as provided in subparagraph 15
32-(C) of this subdivision and subsection (g) of section 9-610, (i) [before 16
33-January 1, 2019, the candidate committee shall return the portion of 17
34-any contribution or contributions from any individual, including said 18
35-candidate, that exceeds one hundred dollars, (ii)] on and after January 19 Substitute Bill No. 1224

52-criteria for qualifying contributions to candidate committees under this 30
53-section shall be considered in calculating the aggregate contribution 31
54-amounts, and (C) in the case of a primary or election held in 2022, or 32
55-thereafter, the two-hundred-fifty-dollar maximum individual 33
56-contribution amount provided in subparagraph (A) of this subdivision 34
57-shall be first adjusted under subdivision (1) of subsection [(c)] (b) of 35
58-this section and then rounded to the nearest multiple of ten dollars 36
59-with exactly five dollars rounded upward. 37

94-candidate committees under this section shall be considered in 66
95-calculating the aggregate contribution amounts, and (C) in the case of a 67
96-primary or election held in 2022, or thereafter, the two-hundred-fifty-68
97-dollar maximum individual contribution amount provided in 69
98-subparagraph (A) of this subdivision shall be first adjusted under 70
99-subdivision (1) of subsection [(c)] (b) of this section and then rounded 71
100-to the nearest multiple of ten dollars with exactly five dollars rounded 72
101-upward. 73
102-(3) In the case of a candidate for nomination or election to the office 74
103-of state senator for a district, contributions from individuals in the 75
104-aggregate amount of fifteen thousand dollars, including contributions 76
105-from at least three hundred individuals residing in municipalities 77
106-included, in whole or in part, in said district. [, except that in the case 78
107-of a primary or election held in 2018, or thereafter, the aggregate 79
108-contribution amount shall be first adjusted under subdivision (3) of 80
109-subsection (b) of this section and then rounded to the nearest multiple 81
110-of one hundred dollars with exactly fifty dollars rounded upward.] 82
111-The provisions of this subdivision shall be subject to the following: (A) 83

129-for contributions from at least three hundred individuals residing in 95
130-municipalities included, in whole or in part, in the district unless the 96
131-contribution is five dollars or more, and (C) all contributions received 97
132-by an exploratory committee established by said candidate that meet 98
133-the criteria for qualifying contributions to candidate committees under 99
134-this section shall be considered in calculating the aggregate 100
135-contribution amount under this subdivision and all such exploratory 101
136-committee contributions that also meet the requirement under this 102
137-subdivision for contributions from at least three hundred individuals 103
138-residing in municipalities included, in whole or in part, in the district 104
139-shall be counted for the purposes of said requirement, and (D) in the 105
140-case of a primary or election held in 2020, or thereafter, the two-106

190-(5) Notwithstanding the provisions of subdivisions (3) and (4) of 150
191-this subsection, in the case of a special election for the office of state 151

209-[(b) (1) For elections for the office of Governor or Lieutenant 163
210-Governor held in 2022, and thereafter, the aggregate contribution 164
211-amounts in subdivision (1) or (2), as applicable, of subsection (a) of this 165
212-section shall be adjusted by the State Elections Enforcement 166
213-Commission not later than January 15, 2022, and quadrennially 167
214-thereafter, in accordance with any change in the consumer price index 168
215-for all urban consumers as published by the United States Department 169
216-of Labor, Bureau of Labor Statistics, during the period beginning on 170
217-January 1, 2017, and ending on December thirty-first in the year 171
218-preceding the year in which said adjustment is to be made. 172
219-(2) For elections for the office of Attorney General, State 173
220-Comptroller, State Treasurer or Secretary of the State held in 2018, and 174
221-thereafter, the aggregate contribution amounts in subdivision (2) of 175
222-subsection (a) of this section shall be adjusted by the State Elections 176
223-Enforcement Commission not later than January 15, 2018, and 177
224-quadrennially thereafter, in accordance with any change in the 178
225-consumer price index for all urban consumers as published by the 179
226-United States Department of Labor, Bureau of Labor Statistics, during 180
227-the period beginning on January 1, 2017, and ending on December 181
228-thirty-first in the year preceding the year in which said adjustment is 182
229-to be made. 183
230-(3) For elections for the office of state senator or state representative 184
231-held in 2018, and thereafter, the aggregate contribution amounts in 185
232-subdivision (3) or (4), as applicable, of subsection (a) of this section 186
233-shall be adjusted by the State Elections Enforcement Commission not 187
