AN ACT CONCERNING THE CITIZENS' ELECTION PROGRAM AND 
CERTAIN INFLATIONARY ADJUSTMENTS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 9-704 of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective October 1, 2023): 2 
(a) The amount of qualifying contributions that the candidate 3 
committee of a candidate shall be required to receive in order to be 4 
eligible for grants from the Citizens' Election Fund shall be: 5 
(1) In the case of a candidate for nomination or election to the office 6 
of Governor, contributions from individuals in the aggregate amount 7 
of two hundred fifty thousand dollars, of which two hundred twenty-8 
five thousand dollars or more is contributed by individuals residing in 9 
the state. [, except that in the case of a primary or election held in 2022, 10 
or thereafter, the aggregate contribution amounts shall be first adjusted 11 
under subdivision (1) of subsection (b) of this section and then 12 
rounded to the nearest multiple of one hundred dollars with exactly 13 
fifty dollars rounded upward.] The provisions of this subdivision shall 14 
be subject to the following: (A) Except as provided in subparagraph 15 
(C) of this subdivision and subsection (g) of section 9-610, (i) [before 16 
January 1, 2019, the candidate committee shall return the portion of 17 
any contribution or contributions from any individual, including said 18

1, 2019, the candidate committee shall return the portion of any 20 
contribution or contributions from any individual, including said 21 
candidate, that exceeds two hundred fifty dollars, and [(iii)] (ii) any 22 
such excess portion shall not be considered in calculating the aggregate 23 
contribution amounts under this subdivision, (B) all contributions 24 
received by (i) an exploratory committee established by said candidate, 25 
or (ii) an exploratory committee or candidate committee of a candidate 26 
for the office of Lieutenant Governor who is deemed to be jointly 27 
campaigning with a candidate for nomination or election to the office 28 
of Governor under subsection (a) of section 9-709, which meet the 29 
criteria for qualifying contributions to candidate committees under this 30 
section shall be considered in calculating the aggregate contribution 31 
amounts, and (C) in the case of a primary or election held in 2022, or 32 
thereafter, the two-hundred-fifty-dollar maximum individual 33 
contribution amount provided in subparagraph (A) of this subdivision 34 
shall be first adjusted under subdivision (1) of subsection [(c)] (b) of 35 
this section and then rounded to the nearest multiple of ten dollars 36 
with exactly five dollars rounded upward. 37 
(2) In the case of a candidate for nomination or election to the office 38 
of Lieutenant Governor, Attorney General, State Comptroller, State 39 
Treasurer or Secretary of the State, contributions from individuals in 40 
the aggregate amount of seventy-five thousand dollars, of which sixty-41 
seven thousand five hundred dollars or more is contributed by 42 
individuals residing in the state. [, except that in the case of a primary 43 
or election for Lieutenant Governor held in 2022, or thereafter, the 44 
aggregate contribution amounts shall be first adjusted under 45 
subdivision (1) of subsection (b) of this section and then rounded to the 46 
nearest multiple of one hundred dollars with exactly fifty dollars 47 
rounded upward and in the case of a primary or election for Attorney 48 
General, State Comptroller, State Treasurer or Secretary of the State 49 
held in 2018, or thereafter, the aggregate contribution amounts shall be 50 
first adjusted under subdivision (2) of subsection (b) of this section and 51 
then rounded to the nearest multiple of one hundred dollars with 52 
exactly fifty dollars rounded upward.] The provisions of this 53  Substitute Bill No. 1224

subdivision shall be subject to the following: (A) Except as provided in 54 
subparagraph (C) of this subdivision and subsection (g) of section 9-55 
610, (i) [before January 1, 2019, the candidate committee shall return 56 
the portion of any contribution or contributions from any individual, 57 
including said candidate, that exceeds one hundred dollars, (ii)] on 58 
and after January 1, 2019, the candidate committee shall return the 59 
portion of any contribution or contributions from any individual, 60 
including said candidate, that exceeds two hundred fifty dollars, and 61 
[(iii)] (ii) any such excess portion shall not be considered in calculating 62 
the aggregate contribution amounts under this subdivision, (B) all 63 
contributions received by an exploratory committee established by 64 
said candidate that meet the criteria for qualifying contributions to 65 
candidate committees under this section shall be considered in 66 
calculating the aggregate contribution amounts, and (C) in the case of a 67 
primary or election held in 2022, or thereafter, the two-hundred-fifty-68 
dollar maximum individual contribution amount provided in 69 
subparagraph (A) of this subdivision shall be first adjusted under 70 
subdivision (1) of subsection [(c)] (b) of this section and then rounded 71 
to the nearest multiple of ten dollars with exactly five dollars rounded 72 
upward. 73 
(3) In the case of a candidate for nomination or election to the office 74 
of state senator for a district, contributions from individuals in the 75 
aggregate amount of fifteen thousand dollars, including contributions 76 
from at least three hundred individuals residing in municipalities 77 
included, in whole or in part, in said district. [, except that in the case 78 
of a primary or election held in 2018, or thereafter, the aggregate 79 
contribution amount shall be first adjusted under subdivision (3) of 80 
subsection (b) of this section and then rounded to the nearest multiple 81 
of one hundred dollars with exactly fifty dollars rounded upward.] 82 
The provisions of this subdivision shall be subject to the following: (A) 83

exceeds one hundred dollars, (ii)] on and after December 1, 2017, the 88 
candidate committee shall return the portion of any contribution or 89 
contributions from any individual, including said candidate, that 90 
exceeds two hundred fifty dollars, and [(iii)] (ii) any such excess 91 
portion shall not be considered in calculating the aggregate 92 
contribution amount under this subdivision, (B) no contribution shall 93 
be counted for the purposes of the requirement under this subdivision 94 
for contributions from at least three hundred individuals residing in 95 
municipalities included, in whole or in part, in the district unless the 96 
contribution is five dollars or more, and (C) all contributions received 97 
by an exploratory committee established by said candidate that meet 98 
the criteria for qualifying contributions to candidate committees under 99 
this section shall be considered in calculating the aggregate 100 
contribution amount under this subdivision and all such exploratory 101 
committee contributions that also meet the requirement under this 102 
subdivision for contributions from at least three hundred individuals 103 
residing in municipalities included, in whole or in part, in the district 104 
shall be counted for the purposes of said requirement, and (D) in the 105 
case of a primary or election held in 2020, or thereafter, the two-106 
hundred-fifty-dollar maximum individual contribution amount 107 
provided in subparagraph (A) of this subdivision shall be adjusted 108 
under subdivision (2) of subsection [(c)] (b) of this section and then 109 
rounded to the nearest multiple of ten dollars with exactly five dollars 110 
rounded upward. 111 
(4) In the case of a candidate for nomination or election to the office 112 
of state representative for a district, contributions from individuals in 113 
the aggregate amount of five thousand dollars, including contributions 114 
from at least one hundred fifty individuals residing in municipalities 115 
included, in whole or in part, in said district. [, except that in the case 116 
of a primary or election held in 2018, or thereafter, the aggregate 117 
contribution amount shall be first adjusted under subdivision (3) of 118 
subsection (b) of this section and then rounded to the nearest multiple 119 
of one hundred dollars with exactly fifty dollars rounded upward.] 120

Except as provided in subparagraph (D) of this subdivision and 122 
subsection (g) of section 9-610, (i) [before December 1, 2017, the 123 
candidate committee shall return the portion of any contribution or 124 
contributions from any individual, including said candidate, that 125 
exceeds one hundred dollars, (ii)] on and after December 1, 2017, the 126 
candidate committee shall return the portion of any contribution or 127 
contributions from any individual, including said candidate, that 128 
exceeds two hundred fifty dollars, and [(iii)] (ii) any such excess 129 
portion shall not be considered in calculating the aggregate 130 
contribution amount under this subdivision, (B) no contribution shall 131 
be counted for the purposes of the requirement under this subdivision 132 
for contributions from at least one hundred fifty individuals residing 133 
in municipalities included, in whole or in part, in the district unless the 134 
contribution is five dollars or more, (C) all contributions received by an 135 
exploratory committee established by said candidate that meet the 136 
criteria for qualifying contributions to candidate committees under this 137 
section shall be considered in calculating the aggregate contribution 138 
amount under this subdivision and all such exploratory committee 139 
contributions that also meet the requirement under this subdivision for 140 
contributions from at least one hundred fifty individuals residing in 141 
municipalities included, in whole or in part, in the district shall be 142 
counted for the purposes of said requirement, and (D) in the case of a 143 
primary or election held in 2020, or thereafter, the two-hundred-fifty-144 
dollar maximum individual contribution amount provided in 145 
subparagraph (A) of this subdivision shall be adjusted under 146 
subdivision (2) of subsection [(c)] (b) of this section and then rounded 147 
to the nearest multiple of ten dollars with exactly five dollars rounded 148 
upward. 149 
(5) Notwithstanding the provisions of subdivisions (3) and (4) of 150 
this subsection, in the case of a special election for the office of state 151 
senator or state representative for a district, (A) the aggregate amount 152 
of qualifying contributions that the candidate committee of a candidate 153 
for such office shall be required to receive in order to be eligible for a 154 
grant from the Citizens' Election Fund shall be seventy-five per cent or 155  Substitute Bill No. 1224

more of the corresponding amount required under the applicable said 156 
subdivision (3) or (4), [as adjusted and rounded pursuant to the 157 
applicable provisions of subsection (b) of this section,] and (B) the 158 
number of contributions required from individuals residing in 159 
municipalities included, in whole or in part, in said district shall be 160 
seventy-five per cent or more of the corresponding number required 161 
under the applicable said subdivision (3) or (4). 162 
[(b) (1) For elections for the office of Governor or Lieutenant 163 
Governor held in 2022, and thereafter, the aggregate contribution 164 
amounts in subdivision (1) or (2), as applicable, of subsection (a) of this 165 
section shall be adjusted by the State Elections Enforcement 166 
Commission not later than January 15, 2022, and quadrennially 167 
thereafter, in accordance with any change in the consumer price index 168 
for all urban consumers as published by the United States Department 169 
of Labor, Bureau of Labor Statistics, during the period beginning on 170 
January 1, 2017, and ending on December thirty-first in the year 171 
preceding the year in which said adjustment is to be made. 172 
(2) For elections for the office of Attorney General, State 173 
Comptroller, State Treasurer or Secretary of the State held in 2018, and 174 
thereafter, the aggregate contribution amounts in subdivision (2) of 175 
subsection (a) of this section shall be adjusted by the State Elections 176 
Enforcement Commission not later than January 15, 2018, and 177 
quadrennially thereafter, in accordance with any change in the 178 
consumer price index for all urban consumers as published by the 179 
United States Department of Labor, Bureau of Labor Statistics, during 180 
the period beginning on January 1, 2017, and ending on December 181 
thirty-first in the year preceding the year in which said adjustment is 182 
to be made. 183 
(3) For elections for the office of state senator or state representative 184 
held in 2018, and thereafter, the aggregate contribution amounts in 185 
subdivision (3) or (4), as applicable, of subsection (a) of this section 186 
shall be adjusted by the State Elections Enforcement Commission not 187 
later than January 15, 2018, and biennially thereafter, in accordance 188  Substitute Bill No. 1224

[(c)] (b) (1) For elections for the office of Governor, Lieutenant 194 
Governor, Attorney General, State Comptroller, State Treasurer or 195 
Secretary of the State held in 2022, and thereafter, the two-hundred-196 
fifty-dollar maximum individual contribution amount in subdivision 197 
(1) or (2), as applicable, of subsection (a) of this section shall be 198 
adjusted by the State Elections Enforcement Commission not later than 199 
January 15, 2022, and quadrennially thereafter, in accordance with any 200 
change in the consumer price index for all urban consumers as 201 
published by the United States Department of Labor, Bureau of Labor 202 
Statistics, during the period beginning on January 1, 2017, and ending 203 
on December thirty-first in the year preceding the year in which said 204 
adjustment is to be made. 205 
(2) For elections for the office of state senator or state representative 206 
held in 2020, and thereafter, the two-hundred-fifty-dollar maximum 207 
individual contribution amount in subdivision (3) or (4), as applicable, 208 
of subsection (a) of this section shall be adjusted by the State Elections 209 
Enforcement Commission not later than January 15, 2020, and 210 
biennially thereafter, in accordance with any change in the consumer 211 
price index for all urban consumers as published by the United States 212 
Department of Labor, Bureau of Labor Statistics, during the period 213 
beginning on January 1, 2017, and ending on December thirty-first in 214 
the year preceding the year in which said adjustment is to be made. 215 
[(d)] (c) Each individual who makes a contribution of more than 216 
fifty dollars to a candidate committee established to aid or promote the 217 
success of a participating candidate for nomination or election shall 218 
include with the contribution a certification that contains the same 219 
information described in subdivision (3) of subsection (c) of section 9-220 
608 and shall follow the same procedure prescribed in said subsection. 221  Substitute Bill No. 1224

[(e)] (d) The following shall not be deemed to be qualifying 222 
contributions under subsection (a) of this section and shall be returned 223 
by the treasurer of the candidate committee to the contributor or 224 
transmitted to the State Elections Enforcement Commission for deposit 225 
in the Citizens' Election Fund: 226 
(1) A contribution from a principal of a state contractor or 227 
prospective state contractor; 228 
(2) A contribution of less than five dollars, and a contribution of five 229 
dollars or more from an individual who does not provide the full name 230 
and complete address of the individual; 231 
(3) A contribution under subdivision (1) or (2) of subsection (a) of 232 
this section from an individual who does not reside in the state, in 233 
excess of the applicable limit on contributions from out-of-state 234 
individuals in subsection (a) of this section; and 235 
(4) A contribution made by a youth who is less than twelve years of 236 
age. 237 
[(f)] (e) After a candidate committee receives the applicable 238 
aggregate amount of qualifying contributions under subsection (a) of 239 
this section, the candidate committee shall transmit any additional 240 
contributions that it receives to the State Treasurer for deposit in the 241 
Citizens' Election Fund. 242 
[(g)] (f) As used in this section, "principal of a state contractor or 243 
prospective state contractor" has the same meaning as provided in 244 
subsection (g) of section 9-612, and "individual" shall include sole 245 
proprietorships. 246 
This act shall take effect as follows and shall amend the following 
sections:
