Explanation 
The amendment establishes a civil penalty of up to $25,000 for 
violations of the tire stewardship program requirements.  This results in 
no fiscal impact to the state as violations are not anticipated, based on 
other existing stewardship programs. The amendment additionally 
makes clarifying and technical changes regarding enforcement of the 
tire stewardship law, which have no fiscal impact.
