Ratepayer Impact Statement 1 The amendment results in an indeterminate long term ratepayer impact. The energy market typically significantly varies year-to-year, and to the extent that prohibition shifts generation from a higher cost source to a lower cost source it could result in savings, or costs in the inverse. Due to the extensive construction and time required for the creation of pipelines, there is a minimal potential impact on ratepayers in the immediate future to the extent it halts existing pipeline construction.
