1123 Be it enacted by the Senate and House of Representatives in General
1224 Assembly convened:

14-Section 1. Subsection (e) of section 10a-11h of the general statutes is
15-repealed and the following is substituted in lieu thereof (Effective July 1,
16-2024):
17-(e) (1) The Board of Regents for Higher Education shall establish [(A)]
18-a minimum [class rank percentile] unweighted grade point average for
19-applicants to qualify for admission through the Connecticut Automatic
20-Admissions Program to each participating institution. [, and (B) a
21-standardized method for calculating grade point average that shall be
22-used to determine class rank percentile.]
23-(2) Each participating institution shall establish the minimum
24-unweighted grade point average, established pursuant to subdivision
25-(1) of this section, as an academic threshold for admission to such
26-institution through the Connecticut Automatic Admissions Program [.
27-Any other institution of higher education shall establish one or more of
28-the following academic thresholds: (A) The minimum class rank
29-percentile established by the Board of Regents for Higher Education
30-pursuant to subparagraph (A) of subdivision (1) of this subsection, (B) a Senate Bill No. 109

35+(2) Each participating institution shall establish an academic 10
36+threshold for admission to such institution through the Connecticut 11
37+Automatic Admissions Program. Any other institution of higher 12

34-minimum grade point average calculated in accordance with the
35-standardized method established by the board pursuant to
36-subparagraph (B) of subdivision (1) of this subsection, or (C) a
37-combination of a minimum grade point average calculated in
38-accordance with the standardized method established by the board
39-pursuant to subparagraph (B) of subdivision (1) of this subsection] and
40-may establish an additional academic threshold of performance on a
41-nationally recognized college readiness assessment administered to
42-students enrolled in grade eleven pursuant to subdivision (3) of
43-subsection (c) of section 10-14n. [Each state university within the
44-Connecticut State University System shall establish the academic
45-threshold set forth in subparagraph (A) of this subdivision and may
46-establish the additional academic thresholds set forth in subparagraphs
47-(B) and (C) of this subdivision. An applicant shall be deemed to have
48-satisfied the academic threshold for admission to a participating
49-institution through the Connecticut Automatic Admissions Program if
50-such applicant satisfies any one of the academic thresholds established
51-by such institution.]
52-(3) No governing board of a participating institution shall establish
53-policies or procedures that require any academic qualifications in
54-addition to the qualifications specified in subsection (b) of this section
55-and the academic threshold established pursuant to this subsection for
56-the purposes of the Connecticut Automatic Admissions Program.
57-Sec. 2. Section 10-220q of the general statutes is repealed and the
58-following is substituted in lieu thereof (Effective July 1, 2024):
59-(a) For the school year commencing July 1, 2022, and each school year
60-thereafter, for the purpose of qualifying a student for the Connecticut
61-Automatic Admissions Program, established pursuant to section 10a-
62-11h, as amended by this act, each local and regional board of education
63-shall (1) calculate [a] the unweighted grade point average [using the
64-standardized method established by the Board of Regents for Higher Senate Bill No. 109

46+average established by the Board of Regents for Higher Education 15
47+pursuant to subparagraph (A) of subdivision (1) of this subsection, [(B) 16
48+a minimum grade point average calculated in accordance with the 17
49+standardized method established by the board pursuant to 18
50+subparagraph (B) of subdivision (1) of this subsection,] or [(C)] (B) a 19
51+combination of [a] the minimum grade point average [calculated in 20
52+accordance with the standardized method established by the board 21
53+pursuant to subparagraph (B) of subdivision (1) of this subsection] and 22
54+performance on a nationally recognized college readiness assessment 23
55+administered to students enrolled in grade eleven pursuant to 24
56+subdivision (3) of subsection (c) of section 10-14n. Each state university 25
57+within the Connecticut State University System shall establish the 26
58+academic threshold set forth in subparagraph (A) of this subdivision 27
59+and may establish the additional academic [thresholds] threshold set 28
60+forth in [subparagraphs] subparagraph (B) [and (C)] of this subdivision. 29
61+An applicant shall be deemed to have satisfied the academic threshold 30
62+for admission to a participating institution through the Connecticut 31
63+Automatic Admissions Program if such applicant satisfies any one of 32
64+the academic thresholds established by such institution. 33
65+(3) No governing board of a participating institution shall establish 34
66+policies or procedures that require any academic qualifications in 35
67+addition to the qualifications specified in subsection (b) of this section 36
68+and the academic threshold established pursuant to this subsection for 37
69+the purposes of the Connecticut Automatic Admissions Program. 38
70+Sec. 2. Section 10-220q of the general statutes is repealed and the 39
71+following is substituted in lieu thereof (Effective July 1, 2024): 40
72+(a) For the school year commencing July 1, 2022, and each school year 41
73+thereafter, for the purpose of qualifying a student for the Connecticut 42
74+Automatic Admissions Program, established pursuant to section 10a-43
75+11h, as amended by this act, each local and regional board of education 44
76+shall (1) calculate a grade point average using the standardized method 45
77+established by the Board of Regents for Higher Education pursuant to 46 Bill No. 109

68-Education pursuant to subsection (e) of section 10a-11h,] for each
69-student who completes eleventh grade, and (2) determine whether such
70-student's [class rank percentile] unweighted grade point average is
71-above or below the minimum established by the Board of Regents for
72-Higher Education pursuant to subsection (e) of section 10a-11h, as
73-amended by this act. Each local and regional board of education shall
74-share a student's unweighted grade point average and whether such
75-[student] grade point average is above or below the minimum [class
76-rank percentile] established by the Board of Regents for Higher
77-Education with (A) the student, (B) the student's parent or guardian, (C)
78-the Department of Education, in the form and manner prescribed by the
79-department, and (D) upon the student's request, a participating
80-institution for the purposes of applying to such participating institution
81-under the Connecticut Automatic Admissions Program.
82-(b) Nothing in this section shall be construed to require a local or
83-regional board of education to publish [or provide a class ranking for
84-any student or to publish] on a student's transcript the unweighted
85-grade point average calculated pursuant to subsection (a) of this section
86-or whether such [student] grade point average is above or below the
87-minimum [class rank percentile] established by the Board of Regents for
88-Higher Education pursuant to subsection (e) of section 10a-11h, as
89-amended by this act.
90-(c) For the school year commencing July 1, 2022, and each school year
91-thereafter, each local and regional board education shall notify each
92-student enrolled in his or her final year of high school, and the parent or
93-guardian of such student, whether such student may be admitted to at
94-least one participating institution under the Connecticut Automatic
95-Admissions Program based on the academic threshold established by
96-such institution pursuant to subsection (e) of section 10a-11h, as
97-amended by this act.

95+applying to such participating institution under the Connecticut 58
96+Automatic Admissions Program. 59
