2019 AN ACT CONCERNING A STUDY TO MAXIMIZE MEDICAID
2120 REIMBURSEMENT FOR UCONN HEALTH CENTER.
2221 Be it enacted by the Senate and House of Representatives in General
2322 Assembly convened:

2524 Section 1. (Effective from passage) (a) There is established a task force 1
2625 to study maximizing Medicaid reimbursement for The University of 2
2726 Connecticut Health Center. 3
2827 (b) The task force shall consist of the following members: 4
2928 (1) The House and Senate chairpersons and ranking members, or 5
3029 their designees, of the joint standing committees of the General 6
3130 Assembly having cognizance of matters relating to appropriations and 7
3231 the budgets of state agencies, human services and higher education; 8
3332 (2) The president of The University of Connecticut and the chief 9
3433 executive officer of The University of Connecticut Health Center, or 10
3534 their designees; 11
3635 (3) A representative of a labor union representing employees of The 12
37-University of Connecticut Health Center, appointed by the House and 13 Bill No. 367

4442 Senate chairpersons of the joint standing committee of the General 14
4543 Assembly having cognizance of matters relating to human services; 15
4644 (4) A representative of a state-wide organization representing 16
4745 hospitals, appointed by the House and Senate ranking members of the 17
4846 joint standing committee of the General Assembly having cognizance of 18
4947 matters relating to human services; 19
5048 (5) The Commissioner of Social Services, or the commissioner's 20
5149 designee; and 21
5250 (6) The Secretary of the Office of Policy and Management, or the 22
5351 secretary's designee. 23
5452 (c) All initial appointments to the task force shall be made not later 24
5553 than thirty days after the effective date of this section. Any vacancy shall 25
5654 be filled by the appointing authority. 26
5755 (d) The chairpersons of the task force shall be the House and Senate 27
5856 chairpersons of the joint standing committee of the General Assembly 28
5957 having cognizance of matters relating to human services and the 29
6058 Secretary of the Office of Policy and Management, or their designees. 30
6159 Such chairpersons shall schedule the first meeting of the task force, 31
6260 which shall be held not later than sixty days after the effective date of 32
6361 this section. 33
6462 (e) The administrative staff of the joint standing committee of the 34
6563 General Assembly having cognizance of matters relating to human 35
6664 services shall serve as administrative staff of the task force. 36
6765 (f) Not later than January 1, 2025, the task force shall submit a report 37
6866 on its findings and recommendations to the joint standing committees 38
6967 of the General Assembly having cognizance of matters relating to 39
7068 appropriations and the budgets of state agencies, human services and 40
7169 higher education, in accordance with the provisions of section 11-4a of 41
7270 the general statutes. The task force shall terminate on the date that it 42
