| 20 | 20 | | Be it enacted by the Senate and House of Representatives in General |
|---|
| 21 | 21 | | Assembly convened: |
|---|

| 23 | 23 | | That chapter 68 of the general statutes be amended to: (1) Allow 1 |
|---|
| 24 | 24 | | public employees to vote, at least every four years, to (A) redesignate 2 |
|---|
| 25 | 25 | | their current employee organization as their exclusive bargaining agent, 3 |
|---|
| 26 | 26 | | (B) select a different employee organization to represent them, (C) 4 |
|---|
| 27 | 27 | | choose to have no employee organization represent them, and (D) 5 |
|---|
| 28 | 28 | | organize a new employee organization; (2) require that, if no such 6 |
|---|
| 29 | 29 | | election is conducted in such a four-year period or in the manner 7 |
|---|
| 30 | 30 | | required, the employee organization shall be undesignated by the State 8 |
|---|
| 31 | 31 | | Board of Labor Relations; (3) require that an employee organization 9 |
|---|
| 32 | 32 | | receive votes from a majority of all employees who will be represented, 10 |
|---|
| 33 | 33 | | regardless of membership, in order to be designated as an exclusive 11 |
|---|
| 34 | 34 | | representative; (4) require that voting be by secret ballot and that such 12 |
|---|
| 35 | 35 | | voting may be conducted by phone, Internet or other means; (5) require 13 |
|---|
| 36 | 36 | | that the cost of such election be the responsibility of the employee 14 |
