1019 AN ACT PROHIBITING GAMING -RELATED ADVERTISING,
1120 MARKETING AND PROMOTIONAL ACTIVITIES AT PUBLIC
1221 INSTITUTIONS OF HIGHER EDUCATION.
1322 Be it enacted by the Senate and House of Representatives in General

1625 Section 1. Subsection (e) of section 12-863 of the general statutes is 1
1726 repealed and the following is substituted in lieu thereof (Effective from 2
1827 passage): 3
1928 (e) Advertising, marketing and other promotional materials 4
2029 published, aired, displayed or disseminated by or on behalf of any 5
2130 gaming entity licensee shall: 6
2231 (1) Not depict an individual who is, or appears to be, under twenty-7
2332 one years of age, unless such individual is a professional athlete or a 8
2433 collegiate athlete who, if permitted by applicable law, is able to profit 9
2534 from the use of his or her name and likeness; 10
2635 (2) Not be aimed exclusively or primarily at individuals under 11
2736 twenty-one years of age, or at individuals under eighteen years of age if 12
2837 pertaining exclusively to keno, online lottery ticket sales or fantasy 13
2938 contests, or any combination thereof; 14

3044 (3) Not directly advertise, target or promote Internet games or retail 15
3145 sports wagering to specific individuals, rather than a general audience, 16

46+who are excluded pursuant to a self-exclusion process as described in 17
3747 subdivision (5) of subsection (c) of this section, through methods, 18
3848 including, but not limited to, electronic mail, telephone calls, text 19
3949 messages, direct messaging applications, mail and social media; 20
4050 (4) State that individuals shall be eighteen or twenty-one years of age 21
4151 or older, as applicable, to participate in the type of gaming advertised, 22
4252 marketed or promoted; 23
4353 (5) Not contain images, symbols, celebrity or entertainer 24
4454 endorsements or language designed to appeal specifically to those 25
4555 under twenty-one years of age, or, if pertaining exclusively to keno, 26
4656 online lottery ticket sales or fantasy contests, or any combination 27
4757 thereof, to those under eighteen years of age; 28
4858 (6) Not contain inaccurate or misleading information that would 29
4959 reasonably be expected to confuse and mislead patrons in order to 30
5060 induce them to engage in gaming; 31
5161 (7) Not be published, aired, displayed or disseminated to a media 32
5262 outlet or on social media, that appeal primarily to individuals under 33
5363 twenty-one years or age, or, if pertaining exclusively to keno, online 34
5464 lottery ticket sales or fantasy contests, or any combination thereof, to 35
5565 those under eighteen years of age; 36
5666 (8) Not be published, aired, displayed or disseminated (A) on the 37
57-campus of any constituent unit of the state system of higher education, 38
58-or (B) on any Internet web site, online service, mobile application or 39
59-social media platform established or maintained by or on behalf of any 40
60-constituent unit of the state system of higher education; 41
61-[(8)] (9) Not be placed before any audience where the majority of the 42
62-viewers or participants is presumed to be under twenty-one years of 43
63-age, or, if pertaining exclusively to keno, online lottery ticket sales or 44
64-fantasy contests, or any combination thereof, to those under eighteen 45
65-years of age; 46

83-[(13)] (14) If a direct or targeted advertisement or promotion sent to 60
84-an individual, including, but not limited to, electronic mail or text 61
85-message, include a clear and conspicuous Internet link that allows the 62
86-recipient to unsubscribe by clicking on one link. 63
