AN ACT STREAMLINING THE CERTIFICATE OF NEED PROCESS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to (1) streamline the certificate 1
of need application process, (2) adopt efficient timelines applicable to 2
the processing of applications for a certificate of need, including, but not 3
limited to, reasonable limits on timeline extensions, (3) require the 4
automatic approval of an application for a certificate of need if such 5
timelines are not met, (4) create an expedited review process for certain 6
categories and services that require a certificate of need, and (5) reduce 7
redundant information requests related to a certificate of need 8
application. 9
Statement of Purpose:
To improve the delivery of care to patients by reducing the delay caused
by the certificate of need application and approval process.
