2020 AN ACT CONCERNING SENTENCE MODIFICATION ELIGIBILITY.
2121 Be it enacted by the Senate and House of Representatives in General
2222 Assembly convened:

2424 That section 53a-39 of the general statutes be amended to establish a 1
2525 "second look" process to identify cases where bias, extreme sentencing 2
2626 and mitigating circumstances may justify early release to eligible 3
2727 persons, including incarcerated elderly, persons with developmental 4
2828 disabilities and rehabilitated incarcerated persons who could be safely 5
2929 decarcerated with sentence modification. 6
3030 Statement of Purpose:
3131 To establish a "second look" process for sentencing modification for
3232 eligible persons who are incarcerated by expanding the role of courts in
3333 sentence reduction and shifting responsibility away from the Board of
3434 Pardons and Paroles.
