Be it enacted by the Senate and House of Representatives in General
Assembly convened:

That section 53a-39 of the general statutes be amended to establish a 1
"second look" process to identify cases where bias, extreme sentencing 2

persons, including incarcerated elderly, persons with developmental 4
disabilities and rehabilitated incarcerated persons who could be safely 5
decarcerated with sentence modification. 6
