AN ACT REQUIRING THE DEPARTMENT OF PUBLIC HEALTH TO 
CREATE EDUCATIONAL PROGRAMS AND INITIATIVES TO RAISE 
AWARENESS ABOUT THE DISPARITIES IN BIRTH OUTCOMES FOR 
BLACK WOMEN. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to require the Department of 1 
Public Health to create educational programs and initiatives to raise 2 
awareness about the disparities in birth outcomes for black women, 3 
including, but not limited to, targeted interventions and 4 
recommendations for legislative changes necessary to address the 5 
systemic factors contributing to such disparities. 6 
Statement of Purpose:   
To improve maternal health outcomes for black women by requiring the 
establishment of educational programs and initiatives to address the 
underlying causes of birth outcome disparities in the black community.
