AN ACT CONCERNING THE EXPANSION OF THE CRISIS INITIATIVE PILOT PROGRAM THROUGHOUT THE STATE. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to require that, not later than 1 January 1, 2026, the Division of State Police within the Department of 2 Emergency Services and Public Protection, in conjunction with the 3 Department of Mental Health and Addiction Services, (1) expand 4 throughout the state the pilot program known as the CRISIS Initiative: 5 Connection to Recovery through Intervention, Support and Initiating 6 Services, and (2) at a minimum, include as part of such expanded 7 program components of the pilot program that require training for state 8 police officers, coordination between state police officers and mental 9 health professionals and referrals to facilities for mental health services. 10 Proposed Bill No. 5718 LCO No. 1989 2 of 2 Statement of Purpose: To ensure that police officers throughout the state have the proper training and resources when dealing with someone who is in distress.
