| 27 | 27 | That, notwithstanding the provisions of subdivision (2) of subsection 1 | |
| 28 | 28 | (e) of section 10-285a of the general statutes or any regulation adopted 2 | |
| 29 | 29 | by the Department of Administrative Services or the State Board of 3 | |
| 30 | 30 | Education pursuant to said section concerning the use of a building or 4 | |
| 31 | 31 | facility that will be used exclusively by a local or regional board of 5 | |
| 32 | 32 | education for an early childhood care and education program that 6 | |
| 33 | 33 | provides services for children from birth to five years for at least twenty 7 | |
