2020 AN ACT CONCERNING EQUITABLE COMPENSATION FOR STATE-
2121 CONTRACTED, NONPROFIT HUMAN SERVICES PROVIDERS.
2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 That title 4 of the general statutes be amended to require the Secretary 1
2626 of the Office of Policy and Management, in consultation with 2
2727 representatives of nonprofit human services providers, to (1) review, 3
2828 not later than January 1, 2026, and every five years thereafter, not less 4
2929 than two of the state's purchase of service contracts and personal service 5
3030 agreements with such providers to determine whether the rates such 6
3131 providers are paid adequately compensate such providers, (2) report the 7
3232 results of such review to the joint standing committees of the General 8
3333 Assembly having cognizance of matters relating to appropriations, 9
3434 government administration and elections and human services, and (3) 10
3535 provide annual cost-of-living adjustments to such rates. 11
3636 Statement of Purpose:
3737 To ensure adequate compensation for nonprofit providers of human
3838 services who contract with the state.
