AN ACT CONCERNING EQUITABLE COMPENSATION FOR STATE- CONTRACTED, NONPROFIT HUMAN SERVICES PROVIDERS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 4 of the general statutes be amended to require the Secretary 1 of the Office of Policy and Management, in consultation with 2 representatives of nonprofit human services providers, to (1) review, 3 not later than January 1, 2026, and every five years thereafter, not less 4 than two of the state's purchase of service contracts and personal service 5 agreements with such providers to determine whether the rates such 6 providers are paid adequately compensate such providers, (2) report the 7 results of such review to the joint standing committees of the General 8 Assembly having cognizance of matters relating to appropriations, 9 government administration and elections and human services, and (3) 10 provide annual cost-of-living adjustments to such rates. 11 Statement of Purpose: To ensure adequate compensation for nonprofit providers of human services who contract with the state.
