2020 AN ACT ESTABLISHING A PILOT PROGRAM TO MITIGATE THE
2121 BENEFITS CLIFF.
2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 That the recommendations of a benefits cliff study by the two-1
2626 generational initiative established pursuant to section 17b-112l of the 2
2727 general statutes be implemented by (1) establishing, not later than 3
2828 January 1, 2026, a three-year pilot program to mitigate the effects of the 4
2929 benefits cliff on two hundred eligible families participating in public 5
3030 assistance programs, and (2) a report by the two-generational initiative 6
3131 not later than January 1, 2028, on the status of the program to be filed 7
3232 with the joint standing committees of the General Assembly having 8
3333 cognizance of matters relating to appropriations and the budgets of state 9
3434 agencies, children, labor and public employees and human services. 10
3535 Statement of Purpose:
3636 To mitigate benefits cliffs that occur when participants in public
3737 assistance programs lose benefits after their income surpasses certain
3838 thresholds.
