AN ACT ESTABLISHING A PILOT PROGRAM TO MITIGATE THE BENEFITS CLIFF. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the recommendations of a benefits cliff study by the two-1 generational initiative established pursuant to section 17b-112l of the 2 general statutes be implemented by (1) establishing, not later than 3 January 1, 2026, a three-year pilot program to mitigate the effects of the 4 benefits cliff on two hundred eligible families participating in public 5 assistance programs, and (2) a report by the two-generational initiative 6 not later than January 1, 2028, on the status of the program to be filed 7 with the joint standing committees of the General Assembly having 8 cognizance of matters relating to appropriations and the budgets of state 9 agencies, children, labor and public employees and human services. 10 Statement of Purpose: To mitigate benefits cliffs that occur when participants in public assistance programs lose benefits after their income surpasses certain thresholds.
