1818 AN ACT CONCERNING FREEDOM OF EXPRESSION AND OF THE
1919 PRESS FOR STUDENTS.
2020 Be it enacted by the Senate and House of Representatives in General
2121 Assembly convened:

2323 That titles 10 and 10a of the general statutes be amended to provide 1
2424 students attending public schools, colleges and universities in this state 2
2525 with the right to exercise freedom of speech and of assembly, and that 3
2626 such exercise or the expression of a student's religious or political 4
2727 viewpoints shall be free from discrimination or penalty based on the 5
2828 religious or political content of such expression, provided such 6
2929 expression is not obscene as to minors, is libelous or slanderous or 7
3030 incites students as to create a clear and present danger of the 8
3131 commission of unlawful acts, the violation of school regulations or the 9
3232 material and substantial disruption of the orderly operation of the 10
3333 school. 11
3434 Statement of Purpose:
3535 To protect student expression and student publications except when
3636 such expression or publications are obscene, libelous, slanderous or
3737 disrupt school activities.
