| 23 | 23 | That titles 10 and 10a of the general statutes be amended to provide 1 | |
| 24 | 24 | students attending public schools, colleges and universities in this state 2 | |
| 25 | 25 | with the right to exercise freedom of speech and of assembly, and that 3 | |
| 26 | 26 | such exercise or the expression of a student's religious or political 4 | |
| 27 | 27 | viewpoints shall be free from discrimination or penalty based on the 5 | |
| 28 | 28 | religious or political content of such expression, provided such 6 | |
| 29 | 29 | expression is not obscene as to minors, is libelous or slanderous or 7 | |
| 30 | 30 | incites students as to create a clear and present danger of the 8 | |
| 31 | 31 | commission of unlawful acts, the violation of school regulations or the 9 | |
| 32 | 32 | material and substantial disruption of the orderly operation of the 10 | |
