AN ACT CONCERNING FREEDOM OF EXPRESSION AND OF THE PRESS FOR STUDENTS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That titles 10 and 10a of the general statutes be amended to provide 1 students attending public schools, colleges and universities in this state 2 with the right to exercise freedom of speech and of assembly, and that 3 such exercise or the expression of a student's religious or political 4 viewpoints shall be free from discrimination or penalty based on the 5 religious or political content of such expression, provided such 6 expression is not obscene as to minors, is libelous or slanderous or 7 incites students as to create a clear and present danger of the 8 commission of unlawful acts, the violation of school regulations or the 9 material and substantial disruption of the orderly operation of the 10 school. 11 Statement of Purpose: To protect student expression and student publications except when such expression or publications are obscene, libelous, slanderous or disrupt school activities.
